July 27, 1994 File: 230-223-20 Honorable Mayor and City Council City of Elk River 13065 Orono Parkway P.O. Box 490 Elk River, MN 55330 RE: WESTERN AREA PHASE 2 IMPROVEMENTS Dear Council Members: . As discussed at last week's public hearing for the Western Area Phase 2 Improvements, the schedule calls for the approval of the plans and specifications and the authorization for the advertisement for bids at this week's meeting. Attached is a resolution for your consideration which accomplishes this. We would anticipate bids to be received in late August with the Council considering award at that time, and the earliest work would start would be in September. The plans and specifications will be prepared such that the Contractor is to accomplish the extension of utilities to the County facility in 1994, but not disrupt the remainder of Sandpiper Estates until 1995. There will be other areas that, given appropriate weather conditions, the Contractor can work this year if he so desires. However, the bulk of the project would likely be completed in the 1995 construction season. Even though the project will be bid now, there will likely be some issues that will need further clarification and may require some revision, such as the alignment of Joplin and Orono Road near TH 10, the type of roadway section and storm drainage improvements in Sandpiper Estates, and the future corridor for utilities to cross the County property. These are all items which can be worked out during the bidding and initial construction phases, and modifications can be made at a later date to accomplish the desires of the City. Therefore, we believe we can proceed at this point with the main objective of trying to get the utilities to serve the County Administration Building this year. RESOLUTION 94 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE WESTERN AREA 2ND PHASE TRUNK SANITARY SEWER, WATER, STORM SEWER, AND STREET IMPROVEMENT OF 1994 WHEREAS pursuant to Resolution 94-64, the Project Engineer has prepared plans and specifications for the Western Area 2nd Phase Trunk Sanitary Sewer, Water, Storm Sewer, and Street improvement, which plans and specifications have been reviewed by the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Administrator shall prepare and obtain the publication of an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published once each week for three consecutive weeks, shall specify the work to be done, and shall state that the bids will be received by the City Administrator until 10:00 a.m. on Wednesday, August 24, 1994, at which time the bids will be publicly opened in the Council chambers of the City Hall by the City Administrator and the Project Engineer and will then be tabulated for consideration by the City Council at a meeting thereof at 7:00 o'clock p.m. on Monday, August 29, 1994, in the City Council chambers at City Hall. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City Administrator in the amount of 5 % of the amount of such bid.
