INITIATE REZONING OF PROPERTY
TO BUSINESS PARK
ISSUE
Request for the City Council to initiate an application to rezone certain
properties to BP (Business Park) providing for the development of light
industrial and mix of commercial as set forth in the Business Park
Ordinance.
4t BACKGROUND
In 1990, a Focus Area Study was completed by BRW Inc., which identified
circulation patterns and land use opportunities for the western area of the
community. One of the major land use elements discussed centered on
creating a business park. At the time this concept was discussed, the land
use designation of LI (Light Industrial) and zoning of PUD (Planned Unit
Development) were interim designations the City had to indicate the
intended land use as business park. As such, the site associated with the
Focus Area Study was zoned PUD (Planned Unit Development) with an
underlying land use of LI (Light Industrial).
On January 18, 1994, the City Council adopted a Business Park Zoning
Ordinance that could be implemented for the western area business park (see
attached). This ordinance basically provides for light manufacturing, office,
and limited commercial uses.
The requested rezoning to business park for those properties identified on the
attached map will be consistent with the adopted comprehensive land use
plan designation of LI (Light Industrial). Therefore, the requested rezoning
will implement the existing land use plan designation and concept of a

OVERVIEW
As the City Council is aware, the Lakoduc property has recently been sold
and there are plans underway to extend City utilities to serve phase II of the
western area. Therefore, it is appropriate at this time to rezone the described
properties to BP (Business Park) to implement the comprehensive land use
plan designation and clarify the allowable uses and standards for the
development of the business park area.
ACTION REQUESTED
It is requested the City Council initiate a rezoning for those properties
identified on the attached zoning map to a BP (Business Park) zoning
designation to implement the intended development pattern and land use
mix of the western area prior extending trunk utility lines to serve this area.

OF ELK RIVER CODE OF ORDINANCES ESTABLISHING A BUSINESS
PARK ZONING ORDINANCE.

STATEMENT OF PURPOSE: The Business Park District is
established to encourage a planned, integrated environment for
certain industrial, office, and limited commercial uses which
are compatible with and compliment each other as well as the
surrounding land uses.
It is the intent of this ordinance that development reflects
common themes using compatible architectural design and
consistency in signage, landscaping, and lighting. It is also
the intent to encourage businesses which generate a high
number of jobs per square foot rather than predominately
warehouse type uses.

ii. Research and development laboratories
iii. Governmental, business, and professional offices
iv. Mail order operations
v. Telecommunication operations
vi. Financial institutions

adjacent to a public right-of-way.
