Dear City Council:
I was present at the City Council meeting on July 25, 1994 and I
did not voice my opinion at that time. I would like to express my
position on the Western Area Phase II Improvements as related to
the Sandpiper Estates.
Since the council voted to proceed with the improvements, I want
all of the improvements to be implemented (storm sewer, sewer,
water, and streets). I do not want a partial improvement. If the
streets are going to be torn up, I want them to be replaced with
curbs and gutters, and the ditches removed.
Any part of the assessment that can be forgiven or waived will be
greatly appreciated.

I would also request that the city council investigate the
possibility that current Sandpiper Estates residents be allowed to
not connect to sewer and water until our current septic systems
need replacement.
This letter reflects the views and concerns for both my wife,
Kathryn, and me.
