MEMORANDUM TO: Mayor and City Council FROM: Sandy Thackeray, City Clerk DATE: August 3, 1994 SUBJECT: August 15, Council meeting to be aired on Cable TV INTRODUCTION It is Staffs intention to begin video taping the third Council meeting, the EDA meeting and the Planning Commission meeting and air these meetings over the government access channel for cable TV. The August 15, 1994, City Council meeting will be video taped and aired on Government Access Channel 12 of Jones Intercable TV. The Council meeting will not be aired live. Staff is in the process of setting up a time slot to air Elk River meetings. INFORMATION Bill Bruce will be present on Monday night to assist Terry Bye in the video taping process. Bill will also give the Council a brief presentation on Cable TV etiquette. Bill Bruce has been very instrumental in assisting in the installation and in the operation ofthe City's cable and video equipment. The Council should be aware that while the Council meeting is being taped, in order to produce sound for the Cable TV audience, the Council and public must speak into the microphones to be heard. Microphones . The Council must speak into the microphone at a distance of about 12 inches from the mic. If the speaker leans back into the chair or does not speak directly into the mic, he or she will not be heard. In order to produce sound for the Cable TV audience, the Council and public must speak into the microphones to be heard. . The Mayor should introduce each item on the agenda. This can be done by asking staff to introduce the item or by reading the agenda item from the Council Agenda. · The Mayor should make it very clear to the audience that if they wish to speak, they must step up to the podium, speak into the microphone and give their name and address. If the audience does not use the microphone, they will not be heard on Cable TV, nor are they picked up on the audio tape system. Staff recently had a smaller podium delivered, which is available for the public. An isle between the seating was also made to make it more convenient for the public to step up to the microphone. CONCLUSION . As I mentioned, Bill Bruce will be available on Monday evening to assist in any way possible.
