SUBJECT: UPDATE ON EDA SITE
The EDA site project will be coordinated with Forest Lake Contracting, Inc.,
the company that is doing the reconstruction of School Street and Jackson
Avenue as they will be delivering the fill sand to the site. It will be the
StreetlPark department's responsibility to place and compact the material.
The following is a proposed schedule for this project:

Staff recommends using the NSP contribution as a funding source. The
appearance of the Cinema building's west exterior wall is an issue that will
be coming forward. Should the building owner be financially responsible for
the exterior wall beautification since that cost was not included in the site
work estimates, or should the City become involved? The cost estimate for
the total improvement is $30,000 excluding the Cinema building
beautification.
Staff requests Council approval for the funding source and schedule, and
direction on how to proceed with the Cinema building issue.

RE: PROPOSED CITY PARK BETWEEN THE DOWNTOWN CINEMA BUILDING
AND ALLEYWAY
Dear Mr. Hals:
The City of Elk River is proposing to construct parkland located in downtown Elk River
between the old cinema building and adjacent alleyway. The park will consist of a concrete
patio at street level and transition into a gradually sloped area to the back alleyway along the
river. The park will be contained in an approximately 64 feet wide by 20 feet deep by 115
feet long abandoned basement which opens to the riverfront.
The existing basement walls are constructed out of cast inplace concrete and vary in thickness
from approximately 24 inches at the footing base to 12 inches at street level. The walls are
founded on a 16-inch thick cast inplace concrete footing with undetermined width. The walls
and footings appear structurally sound and stable. The basement floor is constructed out of
cast inplace concrete. There is tree and brush growth through several cracked and broken
areas within the concrete floor.
To construct the proposed park, the City intends to clear and remove the trees and brush
from the basement floor, seal off the basement floor with a bituminous cap, waterproof the
concrete walls with a polysheet or mastic material, and backfill the basement with a well-
draining, granular fill material. The granular fill material will be provided from a City street
project. The park construction is scheduled for sometime in September. The fill materials
will also be well compacted and graded per the design of the park.
Based on the material and method of construction, the City has concerns regarding potential
damage to the cinema building support walls. The fill material will exert significant outward
lateral pressures against the basement walls. The north and east walls are adequately
retaining the fill materials below the street and alleyway. The south wall adjacent to the
cinema building probably was constructed similar to the north and east walls, and also has
adequate inward retaining capacity. There are at least a few known open spaces behind this

wall. There is a stairwell entrance into the cinema building at the southeast comer of the
basement and a rented garage area at the southwest comer, and there may be other unknown
open or voided spaces behind this wall. The proposed backfill materials in these locations
could create an unstable and overstressed wall condition. The existing wall and footings do
not appear structurally adequate/stable to restrain outward lateral earth pressures without any
inward lateral restraint.
The City has no as-built record of the design and construction of the south wall and footing
for the abandoned basement and adjacent cinema building walls. Without this information,
a thorough structural evaluation and rating cannot be performed. Also, without correct
footing size and construction information, the overall wall stability will be unknown. To
assure that the earth backfill does not impair the existing basement and cinema building
walls, the outward lateral earth forces must be minimized.

The most cost-effective and maintenance-free method would be to stabilize the backfill
material with the proper fill slope away from the existing wall. A slope angle of
approximately 45 degrees for well compacted granular material would be required for slope
stability. The wedged area between the sloped backfill and wall face should be filled with
an engineered concrete fill. The concrete fill should be placed in 2-foot maximum lifts.
There are a few concrete fill materials that would work well for this application, two of them
being Elastizell EF Class II and K-Crete. Both concrete products can be supplied with a 50
psi compressive strength. Elastizell EP Class II is lighter weight than K-Crete, more self-
compacting, and less difficult to contour to the desired slopes. The cost for Elastizell EF
Class II is more expensive than K-Crete. Elastizell will cost around $60 per cubic yard and
K-Crete will cost approximately $40 to $45 per cubic yard. Because the vertical height of
the concrete fill is not critical and the proposed ground slope is relatively gradual, K-Crete
fill would be most practical for the City to use. I estimate the cost to furnish and install the
K-Crete for this project in the range of $5,000 to $10,000, depending on the orientation of
the patio area. Please reference the attached proposed concrete fill placement details.
