SUBJECT: Planning Commission Interviews
The resignation of Chris Carr has created a vacancy on the Planning
Commission. The City advertised for this position in the Star News and
accepted applications until August 5. Three applications were received.

As indicated at the last Council meeting, one of the applicants is a
nonresident of the City. Although it has been City policy to appoint only Elk
River residents to the Planning Commission, the Council requested that the
nonresident applicant be interviewed. Therefore, interviews have been
scheduled as follows:
. 6:05 pm - Steven Stewart
. 6:15 pm - Tim Nelson
. 6:25 pm - Judy Thompson
The Council may want to appoint the new Planning Commission member
immediately following the interviews, or it may want to wait until the end of
the Council meeting and make the appointment under Other Business.
ACTION REQUESTED:
Motion for appointment to the Planning Commission with the term expiring
on 12/31/96.

I choose to take an active role in the future of our community and feel the Planning
Commission is an excellent way to get involved on a voluntary basis. My wife and I chose
Elk River as our permanent home to raise a family. Originally from Willmar, I value the
sense of community Elk River offers. I also recognize the mounting pressures created by the
continuing growth of the Twin Cities Metro Area as many others also choose the quality of
life available in the Elk River community. A balance must be established between inevitable
growth and maintaining the sense of community that attracts others.
EDUCATIONAL AND PROFESSIONAL EXPERIENCE:
Describe your educational and professional experience or skills
which qualify you to serve on this board or commission.
I have a Bachelors of Chemical Engineering degree from the University of Minnesota and a
Masters of Management degree from the J.L. Kellogg Graduate School of Management at
Northwestern University, where my majors included Strategic Management and Finance. I
have extensive work experience in Ventures Planning and Opportunity Assessment of New
Businesses. I am involved in long range planning of Medtronic's Businesses, hiring of
. external consultants to review specific issues, and performing cost and valuation analyses of
new projects. As a Venture Manager, I am responsible for creating vision for programs
established to develop therapies for the treatment of Alzheimer's disease and Lou Gehrig's
disease, both among an internal development team and with our Joint Venture partners.

THEME STATEMENT
1994 Itasca Seminar
.
"Wholeness Incorporating Diversity: Building Sustainable Communities"
The 1994 Itasca Seminar will focus on community, for we have reached a critical
turning point in the Twin Cities metro area at which we can no longer take
community for granted. "Community" is often a most misused word, in part because
we devote so little time to understanding what we mean by it. This much we do
know: our region is changing significantly. Our population is more diverse, the gap
between the rich and the poor is growing, we have the highest percentage of people
of color in poverty of any metropolitan area in the country, violent crime is up
(especially among youth), and our primary institutions that teach values and ethical
systems are coming up short. Related to all of this as both cause and effect is the
breakdown of community, something we can reverse through understanding and joint
effort.
.
"Wholeness Incorporating Diversity: Building Sustainable Communities" is the
logical outcome of a number of activities in which The Minneapolis Foundation has
been involved in the past few years. The 1990-93 Itasca Seminars on racism,
diversity, and violence have highlighted a serious breakdown of community. \Vhen
significant portions of the population are left out of meaningful participatiOl1. and
equal opportunities, we do not have what can truly be called community. When
violence becomes a primary form of resolving real or imagined differences,
community exists in name only. As The Minneapolis Foundation has gone through a
strategic planning process over the past two years, it has become clear that building
community by fostering relationships must be a priority for us. The social fabric is
torn, and will become tattered without a conscious and sustained effort to understand
the essential elements of community and to nurture its continuous renewal.
This.is not an academic exercise. Unless and until we turn our attention to
community, the quality of life in the Twin Cities will continue to slide. We take our
title and inspiration for this Itasca Seminar from Common Cause and Independent
Sector founder and social theorist John W. Gardner, who wrote recently in "Building
Community" the following: "Wholeness incorporating diversity is the
transcendent goal of our time, the task for our generation." Our recent work has
taught us the same lesson, though not so concisely and eloquently.
Community is always important, for it is at once the context in which we defme
ourselves as individuals and the means by which people live together. When our
region was more homogeneous, it was easier to take community for granted. Now
that our region is experiencing demographic change, we can no longer allow
ourselves the luxury of complacency. We must invent new processes of interaction
throughout our region that will enable us to live together in community.

Community scholar Carl M. Moore has written that "...community exists when people
who are interdependent struggle with the traditions that bind them and the interests
that separate them in order to realize a future that is an improvement upon the past."
Put another way, we need to embrace the diversity that is now among us and make it
an integral part of a sustainable community that provides strength and support for all
people in our region.

Dear Mayor and Council Members:
Through an article in the newspaper and by verification of City
planner Steve Ach, I have l.earned that the council. is considering
interviewing an individual. for the City Pl.anning Commission that
does not reside, work in or own commercial property in the City of
Elk River. As a former Pl.anning Commission Chairman, City
Council.man and taxpayer, I am appalled that as a city, we would
consider appointing someone to the planning commission that would
be voting on and making recommendations for major residential
developments, commercial developments and city land use that does
~ not pay taxes in this community.
I would sincerely hope that you do not appoint an individual that
is not a tax payer of this community to the important position of
Ci ty Planning Commission. If you have an interview already.
schedul.ed and must complete it, than do so, but do not appoint an
individual that is not a taxpayer in this community. I believe
with the heavy tax burden the Elk River taxpayers are looking at,
that if as a city government we appointed a non-taxpayer to an
important position l.ike this, you wil.l be facing a tremendous
amount of criticism.
