Box 490 Elk River, MN 55330 RE: NORTHEAST AREA UTILITIES CHANGE ORDER NO.2 Dear Council Members: As you are aware, the underground utility improvements in the Hillside Crossing development are proposed to be accomplished by means of a change order to the existing Arcon Construction project. Attached is a copy of the change order to accomplish this. These prices have been previously reviewed by the Developer, Mr. Rick Foster, and he is in agreement with this change order. Originally, it was thought that the public street improvement on Evans A venue would also be part of the change order; however, we were unable to reach a satisfactory price for this work. Therefore, the Developer, Mr. Foster, will be contracting independently for the street improvements along with all of his necessary private parking lot improvements. We would recommend City Council approval of this change order contingent upon the Developer meeting the necessary conditions for implementation of the construction. These would primarily consist of signing a Developer's Agreement, filing the plat, and providing the City with the necessary easements for the proposed improvements. We, at Independent Consulting Engineers, Inc. (I.C.E.) are happy to submit this proposal for professional services to the Arena Task Force of the city of Elk River for the proposed new ice skating arena project. I would like to emphasize the point that an indoor, refrigerated ice skating rink is a unique facility that can be either a real asset to a sports center or if not properly designed, with all aspects carefully addressed, it can be a very costly disaster. We, at Independent Consulting Engineers, Inc. (r.C.E.) are proud of the facilities, of which we have been associated, both new rinks and retrofit projects, and we are always cautious to make sure that all items are carefully addressed so that we do not ex- perience a failure or have a disgruntled client. While an ice rink may, to the casual observer, look quite simple there are several items that must be dealt with to avoid detrimental affects on the other portions of the sports complex. By pro- viding proper coordination, consulting, in addition to the rink design, we at I.C.E. can be of benefit to the client and help in developing a total facility in which all can feel comfortable and take pride in the final outcome. To avoid detrimental moisture problems throughout the center, if it is to be used for surruner skating, it will be necessary to design a dehumidification system that will control the atmosphere within the facility. It will also be necessary to provide a pro- perly designed ventilation system within the complex to avoid . . . . Mr. Jeff Gongoll - 2 - August 26, 1994 unsafe conditions such as a buildup of carbon monoxide (CO) or nitrogen dioxide (N02) levels that can be extremely detrimental to the health and welfare of all participants or visitors in the sports complex. Factors such as properly designed dasher systems around the rinks are essential. Proper disposal of the ice shavings must be addressed. Quality of the ice must be of concern since poor ice quality will drive away skaters and the' investment in a rink system can be lost. Rink lighting at various levels will enhance the quality of skating and also provide energy cost savings, All of the mentioned items are extremely important to the invest- ment in the sports center. They are mentioned to point out the reason for engaging experienced ice rink consultants/designers to assist in bringing the project to successful fruition. Based on our understanding' of your needs and desires, as discussed by phone and from our recent meeting, we are submitting our proposal broken into phases to cover the full scope of the project from planning through construction and facility start-up. In this way it is felt that we can best serve your needs and work wi th you to reali ze the most economically feasible ice skating facili ty. It is important that good, qualified and caring architects and engineers be a part of the total team. We will, therefore, assist in providing a listing of those well qualified for a project such as yours and will also assist in the final selections. It is anticipated that the architect selected would include the neces- sary mechanical, electrical, structural and civil engineers as a part of their contract with your group. The role of I.C.E. in your project is outlined in the following pages under the heading - Proposal 'A'. This covers the proposed phasing and services to be incorporated into our contract with you. It is our feeling that our contract should be separate from that of the architect and the construction contractors to better serve your interests and needs and be able to remain totally un- biased in our services. I.C.E. is not, in any way, tied to any of the equipment manufac- turers/ installers and can, therefore, provide totally unbiased review and recommendations on all of the manufacturers' products and installations. .
