Motion adopting a resolution appointing directors to the Sherburne/Wright County Cable
Communications Commission II for the administration of cable communications systems.
Background/Discussion
The City of Elk River is part of the Sherburne/Wright County Cable Commission with ten other cities
and its purpose is as follows: to monitor the operation and activities of cable communications; to provide
coordination of administration and enforcement of the franchises; to promote the development of locally
produced cable programming; and to conduct other activities authorized by the joint powers agreement
to insure equitable and reasonable rates and service levels for citizens of the ten member cities. The
Commission meets about four times a year.
According to the joint powers agreement, whenever there is a change in directors for cities it needs to be
approved by resolution of the Council. Joan Schmidt represented Elk River but has since retired.
Furthermore, the last resolution I could find listed David Flannery as the alternate director for Elk River;
therefore, the resolution the Council is asked to adopt at tonight's meeting will update both appointments
to the Commission.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPOINTING DIRECTORS TO THE
SHERBURNEIWRIGHT COUNTY CABLE COMMUNICATION
COMMISSION II FOR THE ADMINISTRATION OF CABLE
COMMUNICATIONS SYSTEMS
WHEREAS, the Sherburne/Wright County Cable Communications Commission II
(Commission) is a joint powers board made up of ten member cities; and
WHEREAS, the City of Elk River has been involved with and is a member city of the
Commission; and
WHEREAS, Article VI Directors: Voting, Section 2 states a director shall be appointed by
resolution of the Council of each municipality; and
WHEREAS, Article VI Directors: Voting, Section 3 states each municipality shall appoint
at least one alternate director;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk
River hereby appoints City Clerk Tina Allard as a director and City
Administrator Lori Johnson as the alternate director to represent the city on
the Commission,
