Which of the three road median concepts does the Council prefer? 2. Is the Council interested in adopting streetscape templates that could be applied on new residential, commercial and industrial development? Background/Discussion Amy Bower from HK.Gi will present the three streetscape alternatives for Twin Lakes Parkway and the potential streetscape templates. Road Median Concepts The 2007 budget included funds to develop a median landscaping plan. Twin Lakes Road was designed as a parkway but never had the streetscape elements installed. HIZGi Landscape Architects has developed three concepts for Twin Lakes Road. The preferred alternative could serve as the plan for future road projects such as 193rd Avenue. Streetscape Templates HIZGi has taken streetscape templates used by other growing cities and adapted them to Elk River's unique characteristics. These templates could be adopted by ordinance and be applied to new developments in order to ensure that adequate pedestrian facilities and boulevard trees are included in the development. If adopted, these templates provide developers clear standards, and simplify the site review process. Financial Impact Road Median Concepts Once Council has indicated a preferred alternative HIZGi will develop cost estimates. Individual items within the plan can be priced and deleted or added as budget dictates. Typically, streetscape elements are included in road project costs and are eligible for MSA funding and USTA funding. With that understanding as a basis, this study is intended to supply the City with a set of corridor standards that can be applied to both new corridor planning and existing corridor improvements. Role of Corridors Public roadways play an important role in defining the character of a City to both residents and visitors alike. As people travel around a city, they form an impression of the community based on what they see. If the public spaces are well designed with both pedestrians and drivers in mind, people will feel welcome and prefer being in these places. The design of corridors can also help in wayfinding. Travelers use more than just street signs to orient themselves. Landmarks, plantings, and street amenities all clue them in to what kind of roadway they are on, what speeds they should travel and to where it may lead. Corridors are the means in which residents connect with their commu- nity and "get around". Creating safe, clear and pedestrian/bike friendly routes will encourage a more active and healthy community life. Lastly, corridors offer a significant opportunity to improve the urban forestry. Lowering pavement heat sinks, improving air quality, infiltrat- ing rain water arejust a few of the measureable benefits to urban trees. Contents of Study Chapter I: Assessment Chapter 2: Example Corridor features Chapter 3: Corridor Standards First the study assesses how selected major City roadways function today. These corridors were evaluated based how they function in pe- destrian movement, identity, wayfinding, safety, etc. Next the study takes a look at what other cities have done to improve their corridors. Through the use of example photos, important amenity features are pointed out that could be applied to the Elk River Corridor Standards. 1 : INTRODUCTION CORRIDOR STANDARDS ELK RIVER 1-1 1: INTRODUCTION Next, the study categorizes the types of corridors within Elk River and sets up corridor standards for each. These standards note important characteristics of each corridor type that need to be incorporated in the roadway design. CORRIDOR STANDARDS ELK RIVER 1- 2 2 Assessment Purpose of Assessment In this study, important City corridors are defined based on traffic counts, visibility, pedestrian use, and connections to important community destinations. Corridors that are regional arterials and/or controlled by other governmental agencies were not included in assessment. The corridors where photographed and assessed based on the following critera: Community Identity . Wayfinding Pedestrian safety . Categories in this study are based on city wide circulation function, intended traffic vol- umes, and context (neighborhood, urban etc.) . The Corridors map (fig. 1), identifies the Study's categorization of corridor types. Only corri- dors that the city has juridiction over are given standards. Each template includes a typical street plan and section, a list of critical design features labeled, and design dimensions given when appropiate. These templates are designed to be used by City staff to understand the important features of each type of corridor in Elk River.
