Request by ArtSoup to Place Temporary Signs on City Property

Consideration of the request by ArtSoup to place temporary signs on City property.
Background/Discussion
The city has received a request to place temporary signs for the ArtSoup Festival on two City properties.
Section 30.866 in the ordinance states:
j Only signs lor City of Elk River functions can be placed on City of Elk River properties.
g. .For purposeJ of thiJ ordinance, City of Elk River property leased to other entities shall not be considered City of Elk
River property.
Staff had initially told the applicant that they could not place the signs on the two City properties. They
did indicate that the City of Elk River was a financial contributor and given the fact the City is a partner
to the event, would we consider it. If so, this would allow the temporary signs, for the specific event, on
the two City properties.
Staff has made the determination that it is classified as a City event, for the purpose of interpreting the
sign ordinance. Pending any objections from the City Council, staff will consider the ArtSoup Festival a
City function for this purpose only and issue temporary sign pennits for the two signs on City properties.

The Elk River Area Arts Alliance, a 501 (c) 3 nonprofit organization, is again putting on the ArtSoup
Elk River Community Festival on the weekend of June 23-24, 2007.
Since the inception of ArtSoup in 1999, the Elk River Area Arts Alliance has placed 4 x 8 two-sided
signs in four strategic places throughout Elk River to promote the festival. We would like to be able to
use those signs again this year. The signs would be installed by the Sherburne County Sentence to
Serve crew on approximately May 23'd and would be removed the day after the festival on June 25.
Since the City of Elk River is a major funder and supporter of the ArtSoup Festival, we propose that
the festival be considered a City of Elk River event in this temporary sign application. ArtSoup has a
broad community appeal to people of all ages and their families and has grown to be a positive part of
the city's identity.
A site plan is attached with the proposed locations of all four signs. We are requesting permission
from the City of Elk River again this year to place signs on two city properties: West of Elk River on
Highway 10 by the City of Elk River monument sign and at Highway 169 and Main Street by The
Emporium. We have permission from ISD 728 to locate a sign at The Handke Center (the ArtSoup
Festival location) and from John Houlton for a sign on Jackson Avenue by the Boys and Girls Club.
The signs provide exposure that would be hard to reproduce. Thank you for your consideration of our
request.
