MEMORANDUM TO: MAYOR & CITY COUNCIL PAT KLAERS, CITY ADMINISTRATOR AUGUST 25,1994 1r SUBJECT: ICE ARENA CONSTRUCTION MANAGER FROM: DATE: The Ice Arena Task Force has met twice since City Council action on 7/25/94. Action by the Council at that meeting related to the financial framework for the project and authorization to proceed in the hiring of a construction manager for the project. . At the Task Force meeting on 8/4/94, a discussion took place regarding the process to hire a construction manager, the amount of funds actually available for a construction project, and other issues associated with the project such as the building site legal description, ADA requirements and handicap accessibility, building codes, the structure of an oversite committee, and local fundraising efforts. At the 8/22/94 Task Force meeting, the City [mancial consultant from Springsted was present as was Mr. Brad Lemberg of ICE, Inc. The City financial consultant provided more information on the amount of funds that could be available for the construction of a new arena, but indicated that more analysis needs to be done in order to determine the exact amount of funds that would be available. Mr. Lemberg (ICE, Inc.) described his expertise in the ice arena construction profession and an extensive discussion took place regarding the role of a construction manager in this project. . Initially the Task Force felt that it was important to interview a number of construction managers before making a recommendation to the City Council on which firm or individual to hire for the ice arena project. However, three committee members have had more than one conversation with construction management firms in the Twin City area and none of these firms have experience in the ice arena area that comes close to matching the expertise of Mr. Lemberg. Since ice arena construction is a very specialized area of construction management, the Task Force is comfortable recommending that the City hire Mr. Lemberg for the Elk River ice arena project without going through additional interviews. Again, Task Force members have had conversations with other management firms and it is believed that the P.O. The Task Force is unanimous in its support for Mr. Lemberg on this project. Once the actual amount of monies available for the improvements are known, and if Mr. Lemberg is hired, then Mr. Lemberg will be able to greatly assist us in analyzing what can be constructed with the dollars available. It seems very likely at this point that some type of ice arena project is going to take place in 1995. Therefore, I don't believe that any type of youth hockey reimbursement to the City for Mr. Lemberg's fees is necessary if no project ever takes place. This type of security was required this spring for the ice arena feasibility study. The cost of the feasibility study and the construction manager fees (along with the architect fees) all will become part of the project expenses that will be financed by City gross revenue bonds. The goal of the Task Force is still to have a facility open in the fall of 1995. This means that construction would have to start in the spring of 1995, the project bid during the winter of 1994-95, and an architect would need to be hired in the fall of 1994. . Please review the attached material regarding the hiring of a construction manager. The Task Force is recommending the hiring of Mr. Brad Lemberg at $80.00 per hour with a not to exceed amount of $50,000 for the entire project. . . . . ICE ARENA TASK FORCE DATE: August 29, 1994 TO: Elk River City Council FROM: Jeff Gongoll, Chair SUBJECT: RECOMMENDATION TO HIRE CONSTRUCTION MANAGER At its last meeting on August 22nd, the Task Force participated in a presentation from Mr. Brad Lemberg of Independent Consulting Engineers, Inc. (I.C.E.l. Mr. Lemberg has a wealth of experience with specific expertise (more than 65 projects) in the business of designing and constructing ice arenas. A similar project currently under construction where Mr. Lemberg is the Construction Manager is in Lakeville, MN, and consists of a $1.7 million ice arena with an Olympic sized ice sheet. Attached for your information is Mr. Lemberg's statement of qualifications and his financial proposal. Members of the Task Force have been in previous contact with other companies that have expressed an interest in the construction management process for this project. However, the primary focus of these companies is general construction, with limited or no specific expertise in the financing, designing and development of ice arenas at the same magnitude as Mr. Lemberg. As the Construction Manager, Mr. Lemberg would lend his expertise to the planning and design of a facility that fits our budget. This would include the energy requirements for the ice plant, insulation and roofing materials; and then assist in the interviewing and hiring of an Architect who would finalize the specifications of the facility. Follow-on duties would include the coordination of all bid packaging, reviewal of the bids, plus supervision of the actual on-site construction performed by the general and subcontractors. Therefore, the Task Force highly recommends the hiring of Mr. Lemberg and I.C.E., Inc., to perform as the Construction Manager to assist with the planning and development of the ice arena project.
