RESOLUTION 94- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION IN SUPPORT OF A GRANT APPLICATION FOR THE SAFE AND SOBER NATIONAL TRAFFIC SAFETY CAMPAIGN WHEREAS, the City of Elk River Police Department; Sherburne County Sheriffs Office, Big Lake Police Department and the Becker Police Department have jointly made application to the Minnesota Department of Public Safety to receive and expend "Safe and Sober" grant funds. WHEREAS, "Safe and Sober" is a national traffic safety campaign designed by the NHTSA and endorsed by the International Association of Chiefs of Police and the National Sheriffs Association; and . WHEREAS, the "Safe & Sober" program seeks to unite national, state, and local efforts to reduce alcohol-related crashes and increase safety belt and child safety seat use with quarterly programs; and WHEREAS, the Elk River Police Department, in conjunction with the Sherburne County Sheriffs Department, Big Lake Police Department, and the Becker Police Department, have made a commitment to see that the Safe and Sober program is successful. NOW, THEREFORE, BE IT RESOLVED that the Elk River City Council supports the efforts of the local law enforcement agencies in their efforts to apply for grant funds which will assist in the implementation of the "Safe and Sober" program. Added growth produces added problems which require special or added attention. One of the fastest growing communities in the state is the City of Elk River. The second fastest county in growth for the state is Sherburne County (1990 Census). According to an article published by the Star Tribune, Sherburne County is projected to have a 92% increase in crime during the next ten years. If you add all those racts together the result is police cannot keep up. . Calls for service have increased without the equal incrrese in manpower. Therefore, certain proactive aspects of enforcement suff.er. Unfortumic"e as this may be, reactive enforcement is even in trouble at times. Please consider the following: * Population of Sherburne County has increased by over 40% since 1980 (Sherburne County Extension Office) . * Population of Elk River has increased by over 82% form 1980 to present (City of Elk River Demographic Statistics 1994). . * Sherburne County Sheriff's Office has shown an increase of 6,248 calls for service in the last 10 years (Sherburne County Crime Statistics 1993). * All other agencies in the county have shown calls for service nearly doubled to tripled during the same time frame (Respective year statistics). * With the exception of Sherburne County, all other departments have shown a decrease in DUI arrests directly associated with increased calls for service. * Two major highways run through Sherburne County (Hwy 10 and Hwy l69) producing nearly 450 accidents during 1993 alone (Department of Public Safety Accident Statistics) . * With 37% of all accidents being alcohol related, that equals out to approximately 164 of 444 were attributed to alcohol consumption (Department of Public Safety). * Accident totals show more deaths have occurred during the first five months than all of 1993 (State Patrol Statistics) . * Juvenile arrests have nearly doubled during the five year period. . Given the fact that four separate, yet combining departments will be participating in the Safe and Sober program, a larger population will be reached. Materials supplied through the grant will be filtered to the public prior to key enforcement dates. This should invoke the perception of inability to slip by without being caught. In addition to these materials, news articles will appear in local papers covering most of the Sherburne County area. The Elk River Star News is very pro-law enforcement. Weekly articles . covering calls for service, certain arrests, and public perception appear. This paper covers roughly one third of the county. The West Sherburne Tribune covers roughly two thirds of the county and will also carry program information prior to each phase. Several local organizations including Project 55, 55 Alive, and MADD, will allow local enforcement to speak concerning the need for public perception to change concerning drinking and driving. Interviews with local radio stations will reach out to those not aware through other means of the program and its goals. Both Sherburne County and the Elk River Police Department have D.A.R.E. programs which will enable Safe and Sober program officers to speak concerning these problems. The first part deals with the dissemination of information to the public regarding the program. The second part deals with the actual enforcement action itself. In presenting the information to the public, the main goal__~ould be to educate as many people as possible as to the hazards of driving while intoxicated, and the hazards of driving without seatbe1ts. Hopefully, education in this sense also means prevention of the serious consequences associated with lack of seatbelt use and driving while intoxicated. . Education will be accomplished by: * placing articles in at least two area newspapers * publishing results of enforcement actions, including number of contacts, warnings, citations, and arrests after each period. * making enforcement dates and information available to at least two local radio stations * public speaking to local organizations and schools These would be completed before each enforcement period. The education portion of the program will be reinforced with the enforcement portion of the program. The enforcement portion will have the following goals: * a minimum of 300 contacts per weekend (two 8 hours shifts of officers working) * a minimum of 60 of those contacts related to seatbelts/or child restraint violations * 5 - 10% alcohol related contacts * 50% or more citations .onal pages may be included 10 adequale/y describe Pad E Evaluation of the program will be done by carefully recording all of the enforcement action taken by the officers a~d comparing them to the previously described goals. In addition, we will attempt to track all or a high percentage of the citations issued to determine a conviction rate. Checks will be made to determine if more media attention or public speaking is necessary. The program will also be re- evaluated after each enforcement action to determine what can be done to improve it. . Finally, and probably the best, but most unscientific method of evaluating the success or failure of the program, would be by speaking to members of the public as we do in our day to day activities. What the public has to say as a whole (and their subsequent actions) is probably the best determinant as to whether the project is a success or not. A.nol pages may be included la adequately desctibe Pari F Each department participating in the Safe and Sober Program shall have squads which will be equipped with the following: ~ Fully marked squad car ~ Complete emergency warning systems, to include siren, light bar, and public address system. ~ Radar unit - either mounted or hand-held ~ Alco-Sensor ~ Complete emergency first aid kit, including oxygen tank ~ Video camera (excluding Big Lake Police Department) . Also included in the equipment inventory is a Minnesota model Intoxilyzer 5000 which is centrally located at the Sherburne County Sheriff's Office. All departments will be using this facility and will become a central statistical pool for the program.
