SUBJECT: EAST HIGHWAY 10 FEASIBILITY
STUDY
The East Highway 10 trunk sewer and water study was previously
distributed to the Mayor and City Council. Depending on the time available
at this meeting, it would be appropriate to have the City Engineer provide an
overview of this project to the Council. This feasibility study is going to be
discussed by the Comprehensive Plan Steering Committee on Thursday,
9/22/94.

Staff is not looking for any decisions on this proposal by the City Council at
this meeting. In fact, we will not be able to move forward with this project
until some time in the future. It is appropriate that we put this project on a
worksession for some time in the 1994-95 winter season. The plans and
specifications for the Wastewater Treatment Plant will not be approved by
MPCA until sometime in 1995. This trunk extension project cannot happen
until the plant expansion is evaluated and undertaken. Accordingly, this
trunk sewer and water extension will lag behind the treatment plant
expansion so the actual construction of this project is a number of years
away.
At this 9/19/94 Council meeting, any input or concerns from the Council that
we can obtain would be helpful in the evaluation and analysis of this
feasibility study. We would like to get some feedback from the Council if
possible so that we can be better prepared to discuss this topic at a winter
worksession.
