New Parking Regulations & Permitting System Effective July 1, 2007
This letter is to notify you that the City of Elk River City Council, through its Downtown Parking
Focus Group, has recendy approved modifications to the parking regulations and permitting system.
This letter contains a summary of the new parking regulations and process for application of
emploi-ee parking permits in King Avenue Parking Lot. If you are interested in obtaining a parking
permit for King Avenue, it is imperative that you complete and submit the enclosed Permit
Application bv the deadline of Friday Tune 15 2007.
Summary of New Parkina Reaulations
The City's primary objectives with regard to downtown parking are two-fold:
. Ensure the pcime parking spots remain available to customers.
. Ensure safe, available parking spots for downtown employees, residents and guests.
The Downtown Parking Focus Group included representatives from the affected blocks and met
over a series of months to. discuss short-term parking needs and a plan to identify the needs and
options to address long- term parking.
On April ~, 2007 the City Council authorized the implementation of the following parking
modifications, effective July 1, 2007:
1) Reduced cime limits of customer parking areas to promote greater turnover and availability-
King Avenue Parking Lot: 3-hour
On-street parking: 2-hour
North Main Street between Jackson Avenue and The Bank of Elk River:

2) Downtown parking regulations will be enforced by the City Police Department (as signed)
Monday through Friday 7:00 a.m. - 6:00 p.m. Overnight parking regulations (no parking
2am-7am) on-street and within King Avenue parking lot will be enforced 7-days a week.
3} Payment of past due parking tickets will be stricdy enforced. The Police Department will
install a "parking boot" on vehicles with 3 or more unpaid parking tickets. It will be
removed from the vehicle when payment is received for the unpaid fmes.
4) Downtown resident and oVeJ.ttlght guest parking that is not provided on private property
will be required to park in the City Parving Lot north of Highway 10 by issuance of a permit
at no cost.

Kino Avenue Parkino Lot Permit Application & Issuance
Parking permits for the King Avenue Parking Lot employee area will be issued to downtown businesses and
commercial property owners (for distribution to employees) on a quarterly basis by the enclosed application
and at a rate of $10.00 per month. Complete permit applications and payment must be received by the
City Police Department no later tban 4:30 p.m. Ftiday. June 15. 2007. Applicants will be issUf,d one
pennit each until the m""iroum of 110 permits is issued. PLEASE NOTE: In order to provide the best
parking for customers, an employee permit for the King Avenue Parking Lot should be considered a privilege
to park closer to one's place of work; a parking permit does not guarantee an open stall at all times.
Safe alternative locations for employee parking include:
. On-street Main Street west of Lowell Avenue and the side streets as signed between 7am-6pm Monday
through Friday. Over 60 on-street parking spaces are available in this area at no cost and no permit
requirement.
. Employees who work evening shifts may move vehicles closer to their place of work after 6pm.
Additional Parkino Information
The parking permit system will be evaluated by the City on a regular basis for any necessary modifications as
downtown parking supply and demand will fluctuate as construction comes to an end and commercial tenants
phase into the new buildings over time. In the meantime, the City has authorized the completion of an
independent Downtown Parking Study of long-term needs and options for handling parking. A final report
is expected this late summer with the outcome to be communicated through the River's Edge Downtown
Business Association.
As you may be aware O'Reilly Automotive announced the relocation of their business from 720 Main Street
to another Elk River location in June. O'Reilly's relocation from downtown is not a result of the business
climate downtown, but rather to align the local location and image with its corporate model. At the end of
2006, the Elk River Housing & Redevelopment Authority entered into a contract-for-deed for the acquisition
of both 716 and 720 Main Street buildings for the purpose of long-term positioning to expand downtown
parking opportunities. The HRA has not made any decisions to remove these buildings or to acquire
adjacent parcels to add more parking in this area any time soon.

quarterly fee of $10 per month ($30.00) must be returned witli the-permit befcmnt-will be
issued. Only one permit will be issued per business on the initial round with additional permits
being issued during subsequent rounds until 110 permits are issued each quarter. To help us
