Provide direction on a potential Planned Unit Development change for Outlot D Elk River StJltion.
Background/Discussion
In 2002, a commercial mixed use concept plan was approved for Elk River StJltion as a Planned Unit
Development (PUD). In 2003, the first phase was platted which included 124 townhouse lots and eight
outlots. Outlot D was approved for a 60 unit apartment building with underground parking.
Comforts of Home is a senior community that provides all levels of care. Comforts of Home offers
independent living, assisted living, and memory care all in one building. Everyone has their own unit with
a shared entry and there is a community gathering space and dining room.

Overview/Analysis
Outlot D was approved for a 60 unit apartment building with parking underground. Comforts of Home is
similar to an apartment in nature, with a secure common entrance and individual units. It seems the intent
of a multifamily dwelling style building will still be met with the Comforts of Home community.
Recommendation
Staff is requesting direction and identification of concerns of a possible Planned Unit Development use
change in the areas identified in Elk River Station from 60 unit apartments to a Comforts of Home
community.

To the City of Elk River:
Enclosed please find an information packet for a proposed development in the City of Elk
River. We would just like to take a moment to express our appreciation to the City
Council for your willingness to consider our proposaL We at CLP Development and
Comforts of Home feel that our concept plan can add not only value to the city, but
amenities to the surrounding community as well.
As you will see, our development is built around a senior community in which all levels
of care service are provided to a growing and truly underserved group of people not only
in our community, but those that surround us. CLP Development and Comforts of Home
currently operate assisted living communities in Hugo, Blaine, North Brach, White Bear
Lake and Champlin with communities in Colombia Heights, Maplewood, Camhridge,
Little Canada, Woodbury, Delano and St. Michael in development. We also own and
operate nine communities in Wisconsin with more under development. We feel that our
track record in development, ownership and operation of senior communities support our
ability to provide such a community to the City of Elk River. Our development partners
are of the highest caliber and we feel very strongly that our development can be very
successful and truly an asset to the city and surrounding community. Ownership and
operations will be locally owned and managed, which will benefit the local economy.

Comforts of Home offers four memory care
packages designed to meet the needs of those
with memory loss or Alzheimer's disease.
Families will have comfort in knowing their
loved ones are well cared for and have
confidence in knowing their monthly care rate
