SUBJECT: Safe and Sober Grant Award
The City of Elk River Police Department, in conjunction with the Sherburne
County Sheriffs Office, Big Lake Police Department and the Becker Police
Department have jointly made application to the Minnesota Department of
Public Safety to receive and expend "Safe and Sober" grant funds.
As indicated on the attached letter, the National Highway Traffic Safety
Association and the Minnesota Department of Public Safety have funded the
City's proposed Safe & Sober project in the amount of $20,000.

ACTION REQUESTED:
Council action to adopt the Resolution authorizing the execution of
the grant agreement.

On behalf of the National Highway Traffic Safety Association and the Minnesota Department
of Public Safety, I would like to extend a congratulations on your selection as a participant in
the 1995 Safe & Sober Campaign. The selection process was not easy and there were many
extraordinary applications. However, your application illustrated that extra creativity,
dedication, and commitment to the underlining message that Safe & Sober is attempting to
achieve. We intend to fund your project in the amount of $20,000.00,
The next step in this process is to go through the required administrative paperwork
Basically, this involves creating a Departmental application, reviewing the grant agreement,
and answering any questions you may have regarding the coordination of the project We will
cover these topics at our meeting on Thursday, September 29, at 9:30 AM at the Elk River
Police Department.
Once again, congratulations on your selection and I am looking forward to working with YOll

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION AUTHORIZING EXECUTION
OF GRANT AGREEMENT FOR THE SAFE AND SOBER
NATIONAL TRAFFIC SAFETY CAMPAIGN
WHEREAS, the City of Elk River Police Department; Sherburne County
Sheriffs Office, Big Lake Police Department and the Becker
Police Department have jointly made application to the
Minnesota Department of Public Safety to receive and
expend "Safe and Sober" grant funds in an effort to unite
national, state, and local efforts to reduce alcohol-related
crashes and increase safety belt and child safety seat use
with quarterly programs; and
WHEREAS, the City of Elk River Police Department, Sherburne County
Sheriffs Office, Big Lake Police Department and the Becker
Police Department have been selected as a participant in the
1995 Safe and Sober Campaign and have been awarded
funding in the amount of $20,000 for the implementation of
. the proposed Safe and Sober Program.
NOW, THEREFORE, BE IT RESOLVED that the City of Elk River enter
into a grant agreement with the Office of Traffic Safety in
the Minnesota Department of Public Safety for the program
entitled Safe & Sober Communities.
BE IT FURTHER RESOLVED that Thomas D. Zerwas is hereby
authorized to execute and sign such grant agreement and
amendments as are necessary to implement the project on
behalf of the City of Elk River.
I certify that the above resolution was adopted by the City Council ofthe City
of Elk River this Srd day of October, 1994.
