SUBJECT: PERSONNEL REQUEST

I am requesting permission to advertise for a :full time employee, with a start date of
1/2/95, to replace Ken Nelson who resigned June 6, 1994. However, instead ofhiring a
W.W.T.S. operator, I would like to hire an electro-mechanical technicianlW.W.T.S.
operator. An employee with this type of training would save the City several thousand
dollars a year in service calls on our electrical equipment, plus be able to train our other
employees to do at least a minimal amount of electrical troubleshooting and repair. Also,
in some cases, persons in this field are electricians and nearly always are pump mechanics
as well, which would save the City even more.
In terms of salary, I would request a range of $17.75 - $20.75 per hour, depending on
qualifications, if the applicant is an electrician. Otherwise a range similar to a building
inspector would be more appropriate.

Summary Descriotion:
Under the direction of the W.W.T.S. superintendent, conduct wastewater treatment plant
and collection system operations and maintenance as directed.
DutieslResoonsibilities
1) -Maintenance and repair of electrical level sensors, motor control systems,. and
facility wiring. .
-Maintenance and repair of several types of submersible and dry-pit sewage pumps
and motors.
-Establish maintenance schedule according to manufacturers recommendations and
implement.

-Perform preventative maintenance on all equipment according to manufacturer's
recommendations.
2)
Wastewater Processing -- Operate wastewater treatment plant; conduct routine
wastewater tests; conduct bacterial analysis; conduct advanced wastewater
chemical tests; interpret results; and initiate necessary process changes with
approval of superintendent or lead operator in his absence.
3)
Sludge -- Operate sludge handling systems; apply sludge on land.
4) Maintenance -- Perform general city buildings and grounds maintenance as
assigned.
5) Other -- The duties and responsibilities enumerated above are not intended to be
all inclusive and may be expanded to include other duties or responsibilities that
the City of Elk River may deem necessary from time to time.
Oualifications:
I) Education -- High school education or equivalent.

Specific Skills and Exoerience
.
-AAS in electrouics engineering technology
-Minimum 5 years experience in wastewater field
-Experience in electro mechanical and solid state level controls
- VFD and PLC trained
-Factory trained by major pump manufacturers
-Experienced in start-up and operation of major wastewater process equipment
and instrumentation
-Ability to obtain D Wastewater License within I (one) year
