BIDS
Dear Council Members:
We have tabulated the bids received on Wednesday, October 12, 1994, for the realignment
and reconstruction of 221st Avenue and wetland mitigation in the northern part of the City.
There were a total of four bids. The following table provides a list of the bidders and their
bid:
S. J. Louis Construction
Dennis Fehn Gravel & Excavating, Inc.
Stenger Excavating
Richard Knutson, Inc.

This project was bid in September 1993 and at that time all bids were rejected. The low
bidder at that time was also S. J. Louis. Their bid for the road construction portion of the
project is approximately $500 higher this time than it was in 1993. The wetland mitigation
which will take place both at the 221st site and also off the project site at the City
maintenance facility on County Road 1 adds approximately $42,000 to the project. S. J.
Louis has successfully completed similar type projects both in and outside of Elk River. We
would recommend award to them as the lowest responsible bidder.

RESOLUTION 94 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
221ST A VENUE RECONSTRUCTION AND WETLAND MITIGATION
IMPROVEMENT OF 1994
WHEREAS pursuant to City Council direction, competitive bids were solicited and received for
the 221st Avenue Reconstruction and Wetland Mitigation improvement as set forth
in the bid tabulation attached hereto and incorporated herein by this reference; and
WHEREAS the City Council has considered 1he amount of 1he bids and the responsibility of the
bidders and determined that S. J. Louis Construction, Inc., is the lowest
responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1.
The Mayor and City Administrator are authorized and directed to execute, on behalf of the
City, such contract with S. J. Louis Construction, Inc., as is approved by the City
Attorney for the completion of the 221st Avenue Reconstruction and Wetland Mitigation
improvement according to the approved plans and specifications.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract above specified.
Passed and adopted this 17th day of October, 1994.
