The Commission accepted Alternative #2 and rejected Alternative #1 as it is anticipated that this "Cretex" 100,000 gallon tower will be phased out of service over the next few years. The fluted column tank that was approved will be similar, if not identical, to the tower north of the School District Administration building. One of the major factors in accepting this bid was the storage space at the base of this water tower. . . P.O. The bids consisted of two options: Option A, a 1,000,000 fluted column tank, and Option B, a 1,000,000 gallon pedestal spheroid tank. In addition, two alternates were bid relative to painting existing towers. Alternative #1 was to paint the exterior of the existing 100,000 gallon legged tower located at the Cretex plant. The second alternative was to paint the fluted column of the existing 1,000,000 gallon water tower located north of the School District office. There were a total of three bids received. Attached is a bid tabulation sheet summarizing these bids. We have recently completed the modeling of the existing water distribution system, including the new 1,000,000 gallon tower for the purposes of analyzing the need for an altitude valve at either the existing or the new 1,000,000 gallon water tower. The conclusion of this modeling indicates that the existing 100,000 gallon Cretex water tower will no longer significantly add to the City's water storage after the new tower comes on line. The existing Cretex tower currently has a poorly operating altitude valve and will cause the well pumps to shut off prior to the 1,000,000 gallon towers being filled. The amount of unused storage in the 1,000,000 gallon towers will be greater than the 100,000 gallon capacity of the Cretex tower. The model also indicated that by removing the Cretex tower from the system, the two 1,000,000 gallon towers would fill and would not justify the $70,000-$100,000 cost of altitude valves. Based on the outcome of this computer simulation, we would recommend that, once the new 1,000,000 gallon tower comes on line, this system be field tested to verify the projections of the computer model. If the projections prove to be accurate, the recommendation would be to eliminate the 100,000 gallon Cretex tower from the City's water system, since it will no longer add significantly to water storage capacity. Given the conclusion that the Cretex water tower does not significantly benefit the total storage volume of the City's water system, we do not recommend considering Alternative #1 for the painting of this tower at this time. Assuming an award of a 1,000,000 gallon tower with Alternate #2 for painting the fluted column of the existing 1,000,000 gallon tower, Pitt Des Moines, Inc., is the lowest bidder at $887,300. If the Municipal Utilities desires to have a pedestal type spheroid style tank, CBI Na-Con, Inc., would be the lowest and only bidder with a combined bid of $903,500. This is $16,200 more than the fluted column bid of Pitt Des Moines. Both of these contractors have previously constructed towers in the City of Elk River. CBI Na-Con has recently completed the 500,000 gallon pedestal tower in the Northeast Area, while Pitt Des Moines constructed the 1,000,000 gallon tower located behind the School District office.
