SUBJECT: PARKING RESTRICTIONS IN LIONS
PARK
More students are driving to the Senior High than anticipated by School
Administrators. Students that cannot fit into the school parking lots are
parking in the Lions Park parking lot. The school is expanding its parking
area and should have enough space to accommodate all of the junior and
senior class students that are driving. Accordingly, the school has now asked
the City to begin enforcing its parking restrictions in the Lions Park parking
lot.

The Council decided upon a course of action last October when this same
problem was experienced. In October, 1993, the Council directed signs to be
installed which restricted parking in the Lions Park parking lot.
The purpose of this agenda item is to advise the City Council that signs will
be installed in the very near future restricting parking by students in Lions
Park parking lot.

Terry Maurer indicated that an easement is needed to get the flow from
Deerfield III through Royal Oaks to the wetland and drainage area from
Lots 11 and 12, Block 1, Royal Oaks Addition, which are 0 ed by Mr.
Steve artman. Mr. Hartman has provided the City wit a list of
conditi ns he would like to see met in order to provi the necessary
easement. One of the conditions is that no work is t be accomplished
prior the spring of 1994. Terry Maurer stated e has discussed the
potential or a change order to meet Mr. Hartman' conditions with the
low bidder, and they have indicated a willing ss to pursue the change
order. He f ther stated that the low bidder also requested that they
would prefer not to construct the pro' ct until the spring of 1994.
Discussion was eld regarding the fact t t the work cannot be done
this fall due to the lateness of th season. It was suggested by the
Council that if t e work must be don in the spring, the City should
take measures to prevent flood' 9 of Mr. Poppin's home. Mr. George
Deschenes and Mr. M e Poppin bot indicated their concern regarding
flooding in the spri and timi g of the storm drainage project.

City Engineer ry Maurer sated that bids were opened for the
realignment an reconstruction 221st Avenue with the low bidder
being S.J. Lo s Construction at 01,661.85. Terry Maurer indicated
that the n cessary easements ha e not been acquired at this time and
further st ed that staff feels th financial assistance for this
project ould be obtained from the a jacent benefitted property owners
which ar in the gravel mining business. Terry Maurer suggested that
the cil reject all bids and reconside the project in 1994.

4.14. High School Student Use of Lion's Park Parking Lot
City Administrator Pat Klaers indicated that District 728 has expanded
their parking lot and that this has reduced the number of students
using Lion's Park parking lot. Pat Klaers further indicated that the
Park and Recreation Commission moved to recommend the posting of four 2
hour parking signs near Shelter LS. The City Council discussed the
restriction of student parking at Lion's Park. It was the consensus of
the Council that the park be posted so as to prevent any student
parking at the park.
