Dear Mr. Schwarting:
After our last phone conversation, I have updated City staff on the information you provided
me. I indicated that you have begun work on CSAH 1, but were unsure of the timing. I told
staff you have another project in front of CSAH 1 which may not happen in 1995. Therefore,
you were beginning work on CSAH 1 in case you were able to move it up to a 1995
construction season. I also indicated to them that you had not made any decisions relative to
rebuilding CSAH 1 in one large segment all the way out to the golf course, or breaking it into
a two year project.
City staff has received a number of inquiries about the potential upgrading of CSAH 1. These
have come from both the Elk River County Club and the School District. Both entities are
quite concerned about the upgrading and potential affects on their operations. Based on what
you have told us and what we are hearing from the affected property owners, we would like
to relay to you our desire to have CSAH 1 upgraded all the way to the Elk River County Club
as quickly as possible. We are hopeful that an improvement in 1995 will be possible. Whether
or not it is possible in 1995, or needs to be postponed until 1996, we would like to strongly
encourage you to begin the planning process at this point. We would also strongly encourage
you to involve the City and the major affected property owners in that process at this time.
Please let us know if there is a way that we can assist you in the planning for these
improvements, or in coordinating input from the affected property owners. We would be
willing to participate in this process in any way that may be helpful to the County in getting
it accomplished as quickly as possible.
