MEMORANDUM TO: MAYOR & CITY COUNCIL FROM: PAT KLAERS, CITY DATE: NOVEMBER 3, 1994 SUBJECT: ICE ARENA UPDATE The construction manager for the ice arena project, Brad Lemberg, will be present at this Council meeting to provide an update on the status of the ice arena proposal. Also, it is anticipated that Task Force members Dietz, Farber, Gongoll, Johnson, and I will be present to help answer questions from the Council on the status of this project. Attached for your review is the draft Task Force minutes from its 10/27 meeting and a preliminary project schedule. To everyone's acknowledgment, this schedule is very tight and everything must "fall into place" and run very smoothly in order for an ice arena to be open later next fall. e It should be noted that Requests for Proposals to architectural firms are being sent out. This does not commit any expenditure of City funds at this time. The proposals are to be received before November 15 and the Task Force is anticipating some interviews to be held before Thanksgiving. A recommendation on an architectural firm to be hired for this project is scheduled to be before the City Council on 11/28/94. Concurrent with this architectural selection will be a detailed analysis of the finances for this project. Mr. Lemberg is going to more closely identify what can be accomplished with the budget that has been established. Also, we have been in contact with Marquette Partners and they are agreeable to completing an addendum to their initial feasibility study. This addendum to the financial feasibility study, which should closely correspond to the 7/25 Council action when the $230,000 annual funding level was established, is important to the City for issuing bonds for this project. Later in the month we hope to present the Council with more information on the project budget and bond proposal along with what the Task Force believes can be accomplished within the financial framework that has been established. e P.O. DRAfT Attendees: Jeff Gongoll, Marly Glines, John Dietz, Larrfarber, Dale Martin, Lori Johnson, Pat Klaers Construction Manager: Brad Lemberg, ICE 1. Brad Lemberg addressed the group to establish what he feels will be the course of action for the group. Such actions will include: Defming Scope of Work. Establishing responsibilities for task force members. Setting goals & milestones. Setting a regular meeting schedule. Marly agreed to send the plans of the current arena to Brad. 2. Jeff will call Steve Sherf of Marquette Partners to arrange a meeting to discusshe revised Revenues & Expenses documents. Marquette's review and concurrence is needed beforwe approach the bond counsel and set up the bond issue requirements in order to successfully sell the bonds. Lori suggested that it usually takes 90 days for the bonds to be sold. 3. Brad will help determine the RFP criteria for selection of a qualified Architect. The group would determine the cost factors and design }llfameters of the arena project. It would then be the group's decision, with approval by the Council, to hire the Architect. 4. Preliminary plans are: Determine arena costs and design criteria = mid-December. Establish Architect RFP criteria = mid-November. Hire Architect = mid-December. Complete design specs & bid project = mid-February 1995. Begin construction = mid-March. Open arena = October 15, 1995. '"Jc.C/K-re1~N\ a. Need to have Peter Beck contact the School Attorney, aen Black, to complete the land acquisition. Other issues relating tothis action will include cross-easements for parking and general operating procedures of the facility during'school hours. 5. b. Fund raising will need to begin and will be initiated by the ERYHA. c. Further information will be obtained from Lakeville and other hockey associations. 6.
