SUBJECT: BIDS FOR THE PARTIAL RE-ROOF
OF THE FIRE STATION
On October 26, 1994, we opened bids for the re-roofing project for the Fire
Station. Provided for you with this memo is the bid tabulation. As you can
see, we received a wide range of prices for this project, but found
Palmer/West Construction was the lowest bidder at $33,417 dollars. I talked
to Joel Severson from Inspec, Inc. in regards to the quality of work of the
contractors that bid the project, and found that Palmer/W est Construction is
comparable with the rest of the contractors. Provided for you with this memo
is Inspec's recommendation for Palmer/West Construction. Therefore, at this
time I am requesting approval of the bid from Palmer/West Construction to
do the re-roofing project for the Elk River Fire Station.
If you have any questions regarding the bidding process prior to the
November 7th meeting, please call me at 441-4900; if not, Bruce West, Elk
River Fire Chief, will be present at this meeting.

Re: 1994 Partial Reroofing at Fire Station
Dear Mr. Skogstad:
On October 26, 1994, bids were received for the reroofing work referenced
above. The low bidder was Palmer West Construction at $33,417.00 for the
total bid.
On October 28, 1994, we discussed the bid results with Palmer West Construc-
tion. During our discussion, it was confirmed that they had a clear under-
standing of the project requirements, have sufficient manpower and equipment
to do the work, and expect to meet the project completion dates as outlined in
the project manual.
Palmer West Construction is a commercial roofing company in the Twin Cities
metro area. They have done the reroofing work on many projects for which
INSPEC, INC. has provided engineering services. The work they have per-
formed has been satisfactory and their field personnel have been cooperative.
Based on the above background information, we would recommend acceptance
of their bid.
