SUBJECT: Update on Board and Commission
Applications
INTRODUCTION
The City advertised for Board and Commission applications in the Elk River
Star News and also in the City's Newsletter, "The Current." The deadline for
accepting applications was advertised as December 9, 1994.

Listed below is the status of each Commission and Board in regard to term
expirations and applications received.
Further information will be provided to the Council on Monday evening if
additional applications are received following the writing of this memo.
PLANNING COMMISSION: Term - 3 years.
The following members' terms will expire on 12/31/94:
Dan Tveite
Robert Minton - Submitted application for reappointment
Mary Eberley
Thomas Dillon and Robin Tuttle have submitted applications for the
Planning Commission.

Thomas Dillon has submitted an application requesting to be considered to
the Utilities Commission as his fIrst choice and Planning Commission as his
second choice. Robin Tuttle submitted an application requesting to be
considered to the Planning Commission as her fIrst choice and the Park and
Recreation Commission as her second choice.

PARK AND RECREATION COMMISSION: Term 3 years.
The following members' terms will expire on 12/31/94:

Rolfe Anderson - Submitted application for reappointment
Joseph St. Dennis
The City has received an application from Shawn Donais and Robin
Tuttle for the Park and Recreation Commission.
Robin Tuttle's application indicated the Park and Recreation Commission as
her second choice and the Planning Commission as her fIrst choice.

Thomas Dillon for the Utilities Commission.

The City has received no other applications for the HRA other than from
Larry Toth.

The Health Care Delivery Commission has submitted a letter to the Council
requesting to disband the Commission. Reasons for this request are
indicated in the attached letter.

ECONOMIC DEVELOPMENT AUTHORITY -
Council Representative - Term is length of office
Non Council Representative - Term is six years
The Council recently adopted a Resolution which allows for four (4) council
EDA members and three (3) noncouncil EDA members. This will require
that one of the current Councilmembers step down from the EDA beginning
1/1/95.
As of this date, the City has received no applications for the EDA.

In 1991 the Health Care Delivery Commission was established to address citizen
questions and needs related to medical transportation for the community. Specific
agenda items addressed were Advanced Life Support (ALS) and Basic Life Support
(BLS) ambulance issues in Elk River and the establishment of a mechanism for
citizen input, evaluation and resolution of transport issues.
We believe we have addressed the original questions and needs posed to us by the
Council. No further questions or needs have been brought to our attention as of
this date. Therefore, we recommend the following:
a) That the Health Care Delivery Commission be disbanded prior to January,
1995, reappointments.
b)
In the future, if further questions or needs arise, a task force consisting of
like representation, be established.
We would like to thank you for the opportunity to be of service to the community.

210.34 - AMENDMENT
This ordinance may be amended at any time by the City passing a
subsequent ordinance declaring the provisions of the amendment,
which amendatory ordinance shall become effective upon the filing
of the Company's written consent thereto with the City Clerk
within 90 days after the effective date of the amendatory
ordinance.
SECTION 212.00 - HEALTH CARE DELIVERY COMMISSION
212.00 - ESTABLISHMENT OF HEALTH CARE DELIVERY COMMISSION
There is hereby established in the City of Elk River a Health
Care Delivery Commission pursuant to the provisions of this
Ordinance.
212.02 - MEMBERS AND TERM

The Health Care Delivery Commission shall consist of seven (7)
members who shall be appointed by the Council at the first
meeting of the year for terms of three (3) years except that of
the members first appointed, two shall serve for a term of three
(3) years, two for a term of two (2) years, and three for a term
of one (1) year. The Commission will consist of the following:
1. A resident of Elk River.
2. Medical Director for Elk River Ambulance or designee.
3. A member of Health One Transportation.
4. Coordinator for Elk River Ambulance.
5. Elk River ambulance staff member.
6. Representative of Elk River Police Department.
7. Member of the Elk River medical community.
A vacancy during the term of any member shall be filled by City
Council appointment for the remainder of the term.

212.04 - POWERS AND DUTIES
The Health Care Delivery Commission shall have those powers and
duties imposed upon them by local ordinance. The Commission
shall:
1. Listen and respond to community input and comments on the
delivery of emergency medical transportation services in the City
of Elk River.
2. Communicate this input and these comments to the emergency
medical transportation services staff.
3. Monitor, on an ongoing basis, the needs of the Elk River
community for emergency medical transportation services.
4. Submit an annual report to the City Council which shall
include the Commission's findings on the needs for emergency
medical transportation services provided in the City of Elk River
with appropriate recommendations.
212.06 - MEETINGS

The Commission shall meet at least two times each calendar year,
at such time and place as the Commission shall determine. Notice
of Commission meetings shall be posted at City Hall and published
in the City's official newspaper.
SECTION 214 - PLANNING COMMISSION
214.00 - ESTABLISHMENT OF COMMISSION
A City Planning Commission for the City of Elk River is hereby
established. The Commission shall be the City planning agency
authorized by Minnesota Statutes, Section 462.354, Subdivision
214.02 - MEMBERS AND TERM

The Planning Commission shall consist of seven (7) members
appointed by the City Council for terms as follows: two members
whose terms expire December 31, 1982; two members whose terms
expire December 31, 1983; three members whose terms expire
December 31, 1984. Thereafter, each member shall be appointed at
the first meeting of the year for terms of three (3) years. A
vacancy shall be filled by the City Council for the remainder of
the term. The members of the Planning Commission, by a majority
