COUNca MEETING SCHEDULE
All council members are requested to bring their calendars to the December 5, 1994, City
Council meeting so that we can establish our meeting schedule for the next three months.
It should be noted that the following Mondays are holidays (City offices are closed and no
formal City Council Meetings can be held on these dates): December 26, January 2,
January 16, and February 20.

The third Monday in January and the third Monday in February being holidays always
complicates our City Council schedule. We need the City Council to decide if the
Planning and Zoning Public Hearings should be held during the City Council meeting that
is on the fourth Monday of the Month, or, ifwe should have special City Council Meeting
on the Tuesdays following these third Mondays. This is the first and probably most
important meeting schedule decision that the Council needs to make.
It is anticipated that the last meeting of the calendar year for the City Council will be on
Monday December 19, 1994. We hope to not have a meeting between Christmas and
New Year's. However, if one is necessary, the most likely date would be Wednesday
December 28, 1994, as the Planning Commission meeting is on Tuesday December 27,
1994. This would be a special City Council meeting.
The first Monday in January is a holiday. The second Monday of the month is the EDA
meeting night and the third Monday of January is a holiday. The council will have to
decide ifit wants to meet on Tllesday January 3, or ifit feels comfortable meeting on
Monday January 9, at a specialineeting following the EDA meeting. Ifwe do not meet
the week between Christmas and New Year's and we do not meet the first week of
January, then we will be going three weeks between Council Meetings (provided a special
meeting is called January 9,1995).

There are five Mondays in January. The Council and EDA are scheduled to meet on the
first four Mondays of every month. If the Council is to meet on the :fifth Monday of the
month, then this is a special meeting and the Council has to take formal action to call this
meeting. It has been a goal of the City staff to not meet every single Monday of the year.

In order to accomplish this, we had hoped to not meet on the fifth Monday of the month.
Obviously, due to the holidays, this may not be possible in January 1995.
One thing that the City Council should keep in mind is that they will need to hold some
interviews for various boards and commissions. Depending on the number of applicants
for various boards and commissions, the interview process can be either quick or lengthy.
We will not know much about the interview schedule until the deadline passes on
December 9,1994.
Based on the direction the City is moving with some of its larger capital improvement
program (CIP) items, and based on the amount of money available for street projects, it
seems likely that we will only have one CIP work session with Council in early 1995. It is
anticipated that the CIP work session will function as an overview on the status of current
projects and the anticipated 1995 projects. Depending on the need and desires of the City
Council, we can certainly have more CIP work sessions as deemed appropriate. Besides
street reconstruction projects and the construction of new streets, the big CIP topics are;
Surface Water Management Program, the Waste Water Treatment Plant upgrade, the
extension of utilities to East Highway 10, the Transportation Master Plan, and updating
the City Assessment Manual.
One final topic that the council should consider in setting up its meeting schedule is the
department heads annual reports. The City Council should review how and when they
