MEMORANDUM FROM: Mayor & City Council { , Lori Johnson, Finance Director I.~ DATE: December 19, 1994 SUBJECT: 1995 Pay Resolution At the December 12, 1994, City Council meeting, the City Council adopted Resolution 94-126, a Resolution Adopting the 1995 Pay Plan for Non- organized employees. There are several items which should be incorporated into the pay resolution, therefore a resolution amending the previous resolution and updated exhibits are attached for your review. . There are four changes in the pay resolution. The first is the addition of a pay range for the Electro-mechanical Technician which the WWTS Superintendent is requesting approval to hire. The pay range for this position is from $17.75 to $20.75. The next change is the addition of an item relating to early call out pay for the Street Department. The snow plow operators receive an additional one hour of straight time pay for each hour that they are called out to plow snow prior to 6:00 a.m. This additional pay was approved by the City Council in 1993, however, it was never incorporated into the pay resolution. The next item is a change of status for the Assistant Liquor Store Manger. The position was previously classified as exempt and is now being reclassified as non-exempt. This position typically puts in very little, if any, overtime. The final item relates to the additional $.17 per hour to compensate for the lost uniform allowance for the administration employees as previously discussed. If this item is approved by the City Council, it will be incorporated into the pay resolution to be adopted on Monday. RESOLUTION 94 - A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION AMENDING RESOLUTION 94-126, ADOPTING THE 1995 PAY PLAN FOR NON-ORGANIZED EMPLOYEES BE IT RESOLVED, by the City Council of the City of Elk River that the attached Pay Plan marked Exhibit 1 and Exhibit 2 be approved and adopted effective January 1, 1995. CITY OF ELK RIVER 1995 COMPENSATION PLAN EXHIBIT 1 1. All 1994 pay ranges established by the City Council will increase by 3% in 1995, based on Step 5, in order to remain competitive to the private market and comparable to similar communities. Based on acceptable work performance, all City employees will move up one step in their pay range or to the top of the pay plan, whichever is less. 2. The 1995 pay ranges for City employees are listed in Exhibit 2. 3. The 1995 Pay Plan continues the City's efforts to comply with the Comparable Worth Law. 4. The part time Liquor Store Clerks shall be paid in accordance with the following schedule: o - 500 Hours 501 - 1000 Hours 1001 - 2000 Hours 2001 - 3000 Hours 3001 + Hours $5.46 $5.99 $6.58 $7.37 $7.90 5. Vacation, holiday, and sick time shall be granted in accordance with the City's Personnel Ordinance. All regularly scheduled, part time employees scheduled to work an average of at least 20 hours per week are to receive prorated benefits for vacation, holiday, and sick time. 6. All unionized employees (Police Department) will have their wages and benefits adjusted per City Council approval of the Police Union Contract and are not governed by any clauses of this resolution. 7. All orientation period employees shall receive increases according to the agreement when the employee was hired. 8. The City's contribution for the health, life, and dental benefits for employees was increased from $280.00 to $405.00 per month in 1994 and will continue at that level until the July 1 contract renewal or otherwise adjusted by the City Council. The City contribution will be reevaluated at that time and be adjusted based on the renewal premium. Prorated insurance benefits will be offered to all employees scheduled to work an average of 30 or more hours per week. 9. When the Waste Water Treatment System Superintendent is absent for at least one continuous eight hour period, at the discretion of the Department Head, one employee in the Waste Water Treatment System Department may receive an additional $.50 per hour for functioning as the "Lead Contact Worker." This adjustment during the absence of the Department Head is to reflect additional responsibilities directing the work crew and work program. . 10. Snow plow operators shall be paid double time plus holiday pay for all hours worked on holidays. 11. Snow plow operators shall be paid an additional one hour of pay at their regular rate for each day they are called out prior to 6:00 a.m. to plow snow. 12. Street Department employees shall be paid an additional hour of pay at their regular rate for each day they are on call during the winter snowplowing season. 13. The Executive Director of the EDA and HRA shall receive an additional annual compensation of $1,629 in 1995 to be adjusted annually. 14. Liquor Store employees working a minimum of 20 hours per week will receive holiday pay at the rate of one and one-half times their regular rate for working on the following holidays: . After 4:30 p.m. on New Year's Eve Saturday before Memorial Day Friday before the 4th of July if it falls on a Saturday or the Saturday before the 4th of July if it falls on a Sunday Saturday before Labor Day Christmas Eve Day . . . . . 15. To encourage continuing education for City employees, the City will reimburse 75% of the tuition fee to employees for successfully completing classes directly related to their position with the City. Any such class must be taken on employee time and receive written approval by the City Administrator before tuition reimbursement will be made. 16.
