ANALYSIS
.
The Land Use Map amendment of HB (Highway Business) to LI (Light
Industrial) is a direct result of the recent rezoning of a 150 acre parcel to
Business Park by the City of Elk River. It is the City's intention to achieve a
uniform land use of Light Industrial over the entire Business Park zoning
district. This particular request involves a small portion of property east of
Waco Street which has an underlying land use of Highway Business. Only
the property located east of Waco Street is being considered to be changed to
Light Industrial. The change to Light Industrial will better reflect the
intended use of the property (light manufacturing, office, limited commercial)

and will create a consistent land use over the entire Business park zoning
district.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission concurred with staffs findings and recommends
approval of the land use amendment from HB (Highway Business) to LI
(Light Industrial).
RECOMMENDATION
It is recommended that the City Council approve the Land Use Amendment,
amending approximately 5 acres from HB (Highway Business) to LI (Light
Industrial) based on the following reasons:
1. Amending the Land Use Map to LI (Light Industrial) will bring the
Land Use Map into compliance with the Zoning Map.
2. Amending the Land Use Map to LI (Light Industrial) will provide for
continuity in the Land Use Map and allow for compatible land uses
within the Business Park zoning district.

3.
The Land Use amendment is consistent with action taken by the City
Council on October 17, 1994, approving the Ordinance rezoning this
property from PUD to Business Park.

A RESOLUTION AMENDING THE COMPREHENSIVE PLAN
TO CHANGE THE LAND USE FROM
HB (HIGHWAY BUSINESS) TO LI (LIGHT INDUSTRIAL)
CITY OF ELK RIVER
CASE NO. LUA 94-09
WHEREAS, Minnesota Statutes, Chapter 462.355, Subdivision 2,
prescribes the procedure for amending the Comprehensive Plan, and
WHEREAS, the Planning Commission held a public hearing on
November 22, 1994, and recommended approval regarding the Comprehensive
Plan amendment request for the property legally described as:

and,
WHEREAS, the City Council has reviewed the Comprehensive Plan
amendment request and finds the change to be in general conformance to the
adopted Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Elk River that the Land Use Plan be amended to change the property as
described above from HB (Highway Business) to LI (Light Industrial) as set forth
in attached Exhibit B.
PASSED by the City Council of the City of Elk River this 19th day of
December, 1994.
