Authorization to Hire Police Receptionist

Action Requested
The police department is requesting permission to hire Marci Springsteen as police receptionist.
Background/Discussion
Julie Splettstoesser resigned from the police receptionist position on May 9, 2007 and authorization from
the Council was given to advertise for a replacement on May 14. After the advertising process, interviews
were conducted, and the candidate selected has completed our background phase and is eligible to start
employment.
Marci Springsteen is currendy an employee with the Minnesota Association of Townships, and is highly
skilled and very capable of assuming the duties of this departmental assignment. We are anxious to have
her start her employment with our department. Marci would start her employment with the City of Elk
River on July 16, 2007.
Financial Impact
This is a budgeted position, and the candidate will start at step A of pay grade III ($14.39) which is far
below the wage that Julie was at ($19.18). In addition to this savings, the position has been vacant for
almost two-months. The total savings for this replacement including the two months where the position
was vacant is $11,100 through the end of this fiscal year. We will continue to see additional, but less,
savings as the new employee goes up through the pay-steps.
