AREA TOPOGRAPHICAL MAPS

Surface Water Management projects and storm sewer utilities have been
planned and installed in the past on a project by project basis with just a
generalized overall concept guiding the improvements. With the opening up
of our City engineering policy to allow other engineering fIrms to do plans
and specifIcations for public improvements in the urban district, it is
necessary for the City to do much more detailed, long range planning in the
storm water management area. In order to do more detailed long range
plans, the City needs better base data to make logical assumptions and good
planning decisions. We have not had good data in the past, and the City
Engineer, in his attached material, is suggesting that the City obtain two foot
topographical maps for the western urban area of the City.
The fee for this project would be paid from the Storm Water Management
Fund. I do not believe that we would recapture over half of these
expenditures, but certainly some of this expense could be recaptured through
our work with land developers. Staff is recommending this purchase in order
to facilitate our planning efforts in the western area.

RE: WESTERN AREA FUTURE STORM SEWER
Dear Mr. Klaers:
With all the recent discussions relative to storm sewer in the Western Area of the City, we
have taken the liberty of contacting Markhurd relative to getting two-foot aerial topography
for the undeveloped portions of the Western Area. We believe it would be appropriate for
the City to take a proactive approach to future storm sewer construction in this area and
develop a much more detailed plan as to the methods of storm sewering the remainder of the
Western Area. Two-foot contours would be an absolute necessity to come up with a detailed
plan for this type of work.
As you can see from the quotation from Markhurd, the total cost of this mapping would be
between $6,000 and $6,800. In addition to Markhurd's charges, there would be the
necessity of providing them with vertical and horizontal controls from which to prepare their
mapping. Their proposal indicates a total of approximately 20 points would have to be
located. Not knowing exactly where these points are, we would estimate the total survey
crew time at approximately $2,500 to $3,500 to accomplish this. Therefore, the total cost
to acquire mapping of the remainder of the undeveloped area in the western part of the City
would be approximately $10,000. The City could likely recover at least a portion, if not all,
of this money by selling the topography back to Developers as various parts of this area are
1326 Energy Park Drive platted.

I am not necessarily suggesting the City proceed immediately with this; however, I do
believe that consideration should be given to taking this type of approach. In the future, I
would like to make the same recommendation for the East Trunk Highway 10 corridor, as
that area gets closer to development.

Dear Mr. Graham:
Reference is made to your facsimile of September 23rd, and to our related telephone
conversation. Accordingly, we are pleased to furnish our proposal for aerial survey services
in portions of Sections 31, 32, 5 and 6, in Elk River, MN. Details are described below.

Area
Our understanding of the area is indicated in red on the attached USGS map print. We
have shaded in blue an area for which 2' C.I. topo mapping already exists, performed for
Emmerich Builders. We have provided you with cost options including or excluding this
blue area. Please examine these limits carefully, and unless changes are indicated on the
prints returned with the acceptance copy of this proposal, we will understand the limits are
correct.
Aerial Photography
We will use aerial photography taken on April 26, 1993, with a precision mapping camera.
Map content will be as of that date. Negative scale of this photography is approximately
1" = 833', and is suitable for producing the 2' C.I. mapping requested.
Ground Control
It is understood that MSA forces will furnish the necessary control for mapping. We will
furnish you with a set of new aerial photographs indicating the location and description of
the points for which we require horizontal coordinates and vertical elevations. We

Topographic Mapping
We will digitally collect planimetric and Digital Terrain Modeling (DTM) data for a
designed scale of 1" = 100', showing 2-foot contour intervals.
The attached level/layer list itemizes the features which, to the extent they are visible on
the photography, will be collected. Please review this list and notify us if the features we
intend to show do not meet your needs.
Digital map delivery will consist of AutoCAD version 12, 2D planimetric and contour
files, and a Softdesk 3D-DTM file, on 3.5" floppy diskettes. Unless furnished with
specific requirements, we will use our judgment in title and border information.
As an option, we can provide you with high quality mylar laser plots, in 1/4 section area
format. We estimate 9-10 sheet, ..:i:. 32" x 32" overall, will cover the entire area.
Map Accuracy and Liability
By accepting this proposal, you agree the work described herein will meet your intended
purpose. The use of this map for a purpose other than that which is originally designed
may render the map unreliable.
Except where the ground may be obscured, map accuracy will comply with National Map
Accuracy Standards. Briefly, these state that 90% of all well defined features shall be
correct within 1/30 inch, and 90% of all elevations correct within 1/2-contour interval. If
areas are obscured, contours will be dashed to indicate they are approximate. The
accuracy standards should be applied only to the basic scale and contour interval 1" _
100', 2' C.!. for which the maps were designed.
MARKHURD's liability, in the production or use of these maps, for any inaccuracies that
may be found in these maps, shall be limited to the correction of such inaccuracies, and
shall not exceed the contract value of the maps. No representations or warranties are made
other than those stated herein.
Performance Schedule
We will furnish MSA a set of aerial photographs indicating the control requirements within
3 days after receipt of notice to proceed. The time required to deliver the completed
mapping will depend, to some extent, upon our work load when completed ground control
is furnished. However, we estimate that delivery can be made within 12 working days
after its receipt.

Cost Fee Schedule
Our charge for the services described above will be as follows:
1.
Topographic mapping, including blue area
$6,800.00
2.
Topographic mapping, less blue area
$6,000.00
3.
1" = 100' mylar laser plots, 9-10 sheets
$110.00 each
When using control information provided by other than our own forces, an additional
charge of $55.00 per hour will be made for excess office time, if any, due to erroneous
control information.
Payment Terms and Conditions
Fees, as stated, shall remain in effect for 45 days from the date of proposal. If the date
of acceptance occurs after this time period, we reserve the right to revise our fee and
resubmit this proposal based on the present conditions.
We will submit monthly invoices for the percentage of the work completed. Terms of
payment will be net due 30 days from the date of invoice, and will be subject to a 1.5 %
service charge on balance each month thereafter.
We appreciate the opportunity of furnishing this proposal and look forward to being of
service. If accepted, we would appreciate your either signing and returning the enclosed
copy of this letter for our file, or issuing the appropriate purchase order for authorization.
