SUBJECT: Assistant Finance Director Job Description
and Pay Range
Attached is a proposed job description for the Assistant Finance Director. The main
duties and responsibilities of this position will be accounting related. The Assistant will
be responsible completing many of the more complex accounting transactions and
reports.

The proposed pay range for this position is between $35,000 and $45,000. This, of
course, will be refined as part of the Comparable Worth study now underway. The new
Assistant's starting salary will be determined based on qualifications and experience;
hopefully, that salary requirement will not be above midpoint so there is still room for
future increases.
The City received 49 requests for applications and information on this position. The
deadline for submitting an application is 4:30 p.m., Friday. As of noon today, Friday, 28
applications have been received. The selection process will include an interview and a
short test relating to municipal finance.
A verbal update on the applicants will be given on Monday after the application deadline
has closed.
Action Requested
The City Council is asked to review, revise if necessary, and adopt the attached job
description. The Council is also asked to review and approve a pay range for the Assistant
Finance Director.

Summary Description
The Assistant Finance Director performs advanced level accounting duties and assists in
the day to day operation of the Finance Department. Performs supervisory duties as
requested.
Duties/Responsibilities
1.)
Accounting -- Prepares, enters and reconciles all monthly journal entries,
including closing entries. Provides accurate and timely expenditure/expense,
revenue, balance sheet, cash and other finance reports as requested. Assists in
ensuring that all accounts are reconciled on a monthly basis. Perform data entry
of transactions. Other miscellaneous accounting activities as required.

2.) Comprehensive Annual Financial Report -- Assist in the preparation of the CAFR
including; preparation of various work papers, bank confirmations, demographic
and statistical information gathering, and other miscellaneous information.
3.) Reporting -- Maintain investment and debt service schedules. Assist in
maintenance of fixed asset schedules and reporting. Completion of state and
federal census, financial and other reports.
4.) Data Processing -- Enter data as required to maintain financial records. This
includes the use ofthe City's financial accounting system, spreadsheet and data
base programs.
5.) Other -- The duties and responsibilities enumerated above are not intended to be
all inclusive and may be expanded to include other duties or responsibilities that
the City of Elk River may deem necessary from time to time. Such duties may
include risk management and presonnel related tasks.

Qualifications

1.)
Education -- Bachelor's degree in accounting, business administration, or finance
with an emphasis in accounting and public finance.
2.) Specific Skills -- Thorough knowledge of fund accounting, experience in the
preparation of the Comprehensive Annual Financial Report, experience in
maintenance of fixed assets and debt records. Proven communication and
organizational skills.
3.) Experience -- Three years of government accounting experience. Knowledge of
municipal accounting software systems, office methods, spread sheet and data
base programs, and special assessments. Supervisory experience required.
