This job description is very similar to the Finance Director job description, but has been updated to reflect current and anticipated job responsibilities. This is especially true in the personnel area. Essentially, the last sentence under number 1,3, and number 2 under Qualifications has been added to this job description. Additionally, the experience qualification has changed from three to five years to five years. The pay range for this position is planned to be the same as what the pay range was scheduled to be for the Finance Director position. Adopted Date: Revised Date: Position Title -- Assistant City Administrator Department -- Finance/Administration FLSA Status -- [x] Exempt [] Non-Exempt Summary Description The Assistant City Administrator plans and directs all City financial functions and provides assistance to the City Administrator and City Council on financial planning and related matters. The Assistant City Administrator's responsibilities include supervising and accurately accounting financial transactions and funds; managing of financial assets; and supervising and managing of all accounting functions including payroll, the management of investments, and the purchase of insurance coverage. Ex-Officio member of the Elk River Fire Relief Association. Duties/Responsibilities . 1.) Financial Activities -- Develop financial plans, controls, and systems. Establish short-term and long-range financial goals and objectives. Develop and evaluate accounting systems. Establish and maintain internal controls over cash receipts and disbursements. Review and audit the City's financial system. Develop and provide accounting guidelines and information for budget preparation, compile departmental budgets, and recommend the overall budget for approval. Monitor and control overall budgets and expenses. This includes monitoring cash handling activities, such as retail operations, program fees, license and permit fees, etc. Conduct internal audits of City business records and arrange independent audits. Provide financial recording and reporting services. Identify and obtain funding sources. Authorize expenditures. Oversee and coordinate special assessment procedures relating to finance. Evaluate and make recommendations on debt management. Responsible for all accounting functions of the EDA and HRA 2.) Investment Management -- Establish investment policy and recommend investment advisors. Forecast investment fund levels. Work with outside money managers for investment strategies. Review economic market trends and evaluate investment results and alternatives. Invest funds to maintain optimum investment level. . This Job Description Does Not Constitute a Contract of Employment . 3.) Employee Supervision -- Delegate work assignments, prepare work schedules, and organize employee workloads. Evaluate employee performance on a formal and informal basis, create job performance improvement plans as appropriate, and administer disciplinary action as appropriate. Administer the City's compensation plan to employees, recommend promotions, and other personnel duties. Assist in the selection of employees and make hiring recommendations to the City Council. Supervisors will be responsible for providing written and oral employee evaluations of employees in their department. Make recommendations on the implementation of the City Personnel Ordinance and on the enforcement of State/Federallaws relating to personnel. 4.) Agreements -- Requisition equipment, services, and supplies. Assist in the selection of vendors and contractors, assist in defining City's contracting needs and consultants. Review proposals, participate in negotiations, and review pricing for proposals, contracts, and leases. Administer and monitor the performance of proposals, contracts, and leases. 5.) Communication -- Resolve complex problems/complaints from the public and others. Deliver formal and informal presentations regarding the City as requested. 6.) . Management -- Recommend, clarify, or advocate proposed ordinances, policies, regulations, capital improvement programs, etc., for approval. Prepare, coordinate, and/or present special reports for the City Council. 7.) Risk Management -- Identify and categorize the City's risk exposure. Review, , analyze, and recommend risk-insurance carriers. Act as liaison between the City and its insurance carrier. 8.) City Treasurer -- Performs duties of City Treasurer as specified by City Ordinance and/or state law. 9.) Management ofInformation Systems -- Manages the City's various computer systems. 10.) Other -- The duties and responsibilities enumerated above are not intended to be all inclusive and may be expanded to include other duties or responsibilities that the City of Elk River may deem necessary from time to time. Qualifications . 2.) 1.) Education -- Bachelor's degree in accounting, business administration, or public administration with an emphasis in accounting and public finance. Specific Skills -- Ability to plan, coordinate, direct, and review financial and related work activities. Ability to analyze and interpret financial information and accurately prepare financial statements and reports. Ability to effectively interact 2. . with other supervisors, employees, and City Council. Working knowledge and understanding of the application of Minnesota Real Estate tax laws and other tax laws regarding municipal finance. Ability to coordinate and direct personnel plans and regulations. 3.) Experience -- Five years of government accounting experience preferably in municipal finance and accounting operations.
