SUBJECT: Hiring StreetlPark Laborer
Fifty-seven applications were received for the Street/Park Laborer position. By use of a
point system evaluating education, licenses, experience, and veteran's preference, ten
applicants were chosen for a personal interview. The interview committee consisted of
Terry Bye, Mark Thompson, and Phil Hals of the Street/Park Department and Steve
Rohlf of the Building Department. The choice was extremely difficult because of the
quality of the applicant's skills and experience.

It is the recommendation of the interview committee that the City Council hire Joseph
Pipenhagen. Mr. Pipenhagen is a resident of Zimmerman, has V 0- Tech training in
landscape and turf management, 14 years experience with the Anoka Park Department,
has a good deal of mechanical skill, and comes with high recommendation from his
former employer.
The salary range for the laborer position is $7.65 starting, to $10.11 per hour after four
years. Mr. Pipenhagen will start work two weeks after Council approval; on January 24,
1995.
The major duties for the laborer in the summer will be mowing grass and park
maintenance, and major winter duties will be snowplowing sidewalks and flooding ice
rinks.
We feel that Joe will be an excellent employee for the City and will be very compatible
with the StreetlPark staff.
This hiring fills the position that was budgeted to start in October 1994. The 1995 budget
also has laborer position identified and I would like to hire that person from this same
application process in March of this year. We have three excellent candidates to choose
from and it is my hope that at least one of these three will still be available in March.
