SUBJECT: Appointment of Council Representative to
Refuse Appeal Board
The Refuse Appeal Board is comprised of five members; Gary Schmitz, Pat Klaers,
Madalyn Moos, Cindy Olson, and Councilmember Cecilia Scheel.
The Council representatives on this Appeal Board in the past have been as follows: Roger
Holmgren in 1991; John Dietz in 1992; Larry Farber in 1993; and Cecilia Scheel in 1994.
It has been past practice to appoint a Council representative to the Refuse Appeal Board
on a yearly basis. In 1994, there were no Appeal Board meetings requested by the public.

Action Requested
If it is the Council's desire to continue with past practice, the Council should appoint a
member of the Council to the Refuse Appeal Board for 1995.
