REQUEST FOR ACTION ouncil ion Meeting Date July 16, 2007 Item Number 3.11. Prepared by Rebecca Haug, Environmental Administrator Reviewed by Lori Tohnson, City Administrator Reviewed by Item Description Continuation of Annual Monitoring of Former Elk River City Dump Action Requested Staff recommends the following: 1. Annual monitoring continues until future plans for the site are known or no Volatile Organic Compounds (VOC's) are detected. 2. Results of the private well testing continue to be sent to the individual residences. Backlround/Discussion Liesch Associates, Inc. completed the yearly groundwater sampling on June 7, 2007. Samples were taken at monitoring wells MW -2, and MW -3 within the dump, and the Vandenberg and Hipsag residential wells located west and southeast of the dump. The Kirkeide and Brown residences, formerly located south of the dump, no longer exist. MW -1 formerly located north of the dump was sealed in 2002 when a parking lot for the city park was constructed in the area where the well was located. FINDINGS · Volatile Organic Compound (VOC) detections were at a low level in MW -2 and no VOCs were detected at MW-3. 1,1,2,2-tetrachloroethylene (pC E) was identified at 1.0 parts per billion (Ppb) in MW-2. The PCE level detected in MW-2 is consistent with historic low PCE concentrations · No VOCs were detected at the Vandenberg and Hipsag residential wells. · VOC concentrations at the monitoring well locations continue to be stable. · The concentrations are below current Minnesota Department of Health (MD H) Health Risk Limits (HRLs) for drinking water. Financial Impact Annual cost of monitoring is $500.00, which is paid for out of the Landfill Abatement fund. Attachments -June 2007 Groundwater Monitoring Results for the Old City Dump; Tom C. ENVIRONMENTAL SCIENTISTS JUL 0 5 Z007 July 3, 2007 Ms. Rebecca Haug City of Elk River Environmental Division 13065 Orono Parkway Elk River, MN 55330 RE: June 2007 Groundwater Monitoring Results Old City Dump, Elk River, Minnesota Dear Rebecca: Enclosed please find the 2007 annual water quality data for the Old Elk River Dump site located southeast of the City of Elk River (Figure 1). The groundwater sampling was completed on June 7, 2007 by Liesch Associates, Inc. (Liesch). Sample locations included monitoring wells MW-2 and MW-3 near the former City dump site (Figure 2). MW -1 formerly located north of the dump was sealed in 2002 when a parking lot for the city park was constructed in the area the well was located. Over ten-years of water quality monitoring at this upgradient well location evidenced no detections ofVOC's so the well was not replaced. Laboratory results of the June 2007 sampling event (Table 1) indicates a low level VOC detection of 1,1,2,2-Tetrachloroethylene (PCE) in MW-2 at a level of 1.0 parts per billion (Ppb). No VOCs were detected in MW-3. The PCE level detected in MW-2 during this recent sampling event is consistent with historic low PCE concentrations. No VOC's were detected in the Vandenberg and Hipsag residential wells. Water level data indicates that the water table at the site remains consistant with water levels recorded over that last 7 years (attached Chart 1). Groundwater flow direction could not be calculated as a minimum of three monitoring points are needed for this determination and MW-l was sealed. Historic groundwater flow direction for the site has been southwesterly in direction towards the Mississippi River. Presumably this was not changed. The VOC concentrations at the monitoring well locations (MW-2 and MW-3) have been relatively stable over the last few monitoring events. As indicated above, PCE in MW -2 was the only VOC detected in this year's sampling event. PCB concentrations are below current Minnesota Department of Health (MDH) Health Risk Limits (HRLs) for drinking water. LIESCH ASSOCIATES, INC. . 13400 15TH AVENUE NORTH .
