The City Council is asked to re-affirm their earlier direction to connect the sidewalks in the
Deerfield 3rd Addition to 193rd Avenue via 192nd Avenue, Baldwin Street and Xavier Street.
Background/Discussion
When the City Council awarded the contract for the reconstruction of the streets in the Deerfield
3rd Addition with the sidewalks included along some routes, there was direction given to look at
extending the sidewalks out of Deerfield 3rd Addition to connect with 193rd Avenue at three
locations. Those locations were 192nd Avenue, Baldwin Street, and Xavier Street (see attached
exhibit). Since that time, we have provided mailed notice to each of the property owners along
these routes and have had on-site and/or telephone discussions with several of the owners.
Attached is an exhibit showing the locations of the three sidewalk extensions and also a sheet with
notes from contacts with the property owners.
The extensions along 19200 Avenue and Baldwin Street will require cooperation of the abutting
property owners, since we will need permission to temporarily grade back onto their property
and/ or remove a portion of their driveway on private property and re-install it to make the grades
work. On Xavier Street, we still contacted the property owners but the work can be completely
accomplished within the existing right of way. There is, however, a section on Xavier Street near
193rd Avenue that we would recommend waiting until the 193rd Avenue project is constructed.
This is because 193rd Avenue will start at this intersection and likely require some modest lowering
of the roadway which could involve removing concrete sidewalk, if it were to be placed at this
time.
I will be in attendance at your August 6, 2007 meeting to briefly discuss this item with you and to
answer any questions. At the end of the discussion, I will be looking for direction on whether or
not to proceed with each of these extensions.

Sidewalk extensions to 193rd - Property Contacts and Concerns
1 - 11416 193rd Ave - Hearthstone Builders, Dan Rochell Called and left 3 messages,
stopped at "model home" , sent letter, have not had any response
2. - 19295 Dodge St, - Antoinette Dalbec, sent letter, met with her at her home
Concerns: loss of parking, snow removal, driveway slope, would like to possibly
replace entire driveway.
3 - 192279 Dodge St - Thomas & Michelle Kotels, Sent letter, met with them at their
home
Concerns: Damage to vehicles parked on Dodge during construction, snow
removal, irrigation repairs be reimburse, no cost to them for construction, sod be used for
restoration
4 - 19265 Dodge St. - Duane Peterson (possibly a new owner now) Sent letter, house
had for sale sign in June, no forsale sign there now, stopped and left a business card on
door and asked for a call back, have not heard back.
5 - 19332 Baldwin St. - Curtis Hinkle Sent Letter, met with him onsite, correspondence
by email
Concerns: Snow removal, irrigation system repairs be reimbursed, mailbox
placement / moving to other side of street, be informed on schedule

Concerns: does not want mailbox moved to other side of street, ok with tree
removal, would like to save bush, , snow removal, Irrigation system repair be reimbursed,
