July 24 Property Owner meeting notes . Written public comments as of August 7, 2007 . Article to appear in the September/October issue of the City Newsletter (The Curren!) Purpose The purpose of this memo is to provide a summary report on the public comments received thus far from property owners located in the study area. The stakeholders meetings are the first in a series of opportunities for gathering public comment on the draft plan. The process provides for all of the public comment to be collected through the end of September/ early October, which will be provided to the Task Force in October for review and consideration for refinements to the plan. It is recommended that the Task Force not take action until additional feedback is reviewed and received in October. Stakeholder Meetings Attached are the meeting notes from the property owner (stakeholders) meetings held on July 24. The main portion of both meetings was the question and answer session. Property owners who spoke at the meetings are listed on the notes. Approximately 130 people attended each meeting, verbalizing the main issue of concern to be the walking path/ trail along the Mississippi River/Elk Rivers. Summary Report of Stakeholders Meetings Page 2 of 3 Summary Report Methodology This summary report is based on the 45 "parties" who provided written comments. "Parties" is defined by the following: . A married couple who submitted comments together . An organization who submitted joint comments, i.e. churches, associations, banks, etc. . A person or married couple who submitted a set of comments, i.e. sent both an e-mail and a comment form In other words, this summary is not based on the amount of submittals; it is based on the amount of "parties" who submitted written comments. Not included in this summary is the following: . Verbal comments . Inconclusive questions . Seven anonymous written comments and/or questions submitted at the property owner meetings Written comments were received by staff via the following means: . E-mails sent direcdy to staff . E-mails forwarded to staff by Councilmembers . Comment forms submitted at or after the property owner meetings . Written comments and/or questions submitted at property owner meetings . 1 fax The comments received were not easily quantified; rather the comments are more qualitative in nature, so it is important that the Task Force read the comments. For instance, the two main issues of concern (the proposal trail and the addition of high density housing) do not represent the majority of those parties who submitted written comments. Those opposed to the trail represent 1/3 of the comments received and those opposed to high density housing represent just over % of the comments received. Summary Report Main Issues of Concern . 15 parties are concerned about the safety/privacy of the proposed trail. . 11 parties are concerned about the addition of high density housing (7 of which specified the area adjacent to Lions Park and 4 parties are concerned with adding high density housing in general). . 6 parties are concerned about utilizing Jackson Ave. as the main access into downtown. . 6 parties expressed general parking concerns. . 6 parties are disappointed with the public input process thus far. . 5 parties are concerned about general traffic issues. . 4 parties suggested that a Highway 10 study be completed prior to fInalizing the plan. Summary Report of Stakeholders Meetings Page 3 of 3 . 5 parties provided comments regarding historic preservation (1 party specified preserving "parts of' the community and another expressed concern over the potential fmancial issues that designating historic properties may put on property owners) . . 3 parties have concerns about how the plan will affect taxes and property values. . 3 parties disagree with the use of Eminent Domain. . 3 parties expressed concerned about the Church of St. Andrew's access. . 3 parties disagree with the reconfiguration of Main Street. Positive Feedback . 5 parties like the draft plan. . 4 parties like the idea of the trail. . 3 parties suggested utilizing Babcock Park. . 2 parties are in favor of maintaining what is currently zoned as residential along Main Street rather than allowing any future rezoning to commercial. Next Steps The Task Force is asked to consider the attached public comments in addition to comments provided to the Task Force by other City Boards/Commission and the general public as the plan is refmed this fall. On a public communications note, answers to frequently asked questions will appear in a Q & A newsletter to be distributed in the Star News later this month. In addition, the meetings were summarized in the attached article for the general public to appear in the September/October issue of the city newsletter, The Current, also distributed in the Star News. It is easier for us to e-mail our concerns to all of you at once, and would appreciate a follow-up phone call if you need clarification from us. We will be out of town next week and unable to attend the meeting as invited. Our comments, concerns, and questions are listed below, as we prepare this letter, the list gets longer, and so we'll begin here. In our immediate area (Morton street, proposed trail) * Trail and park are in a flood plain and would suffer yearly damage requiring cleanup and reconstruction. * River board walk- Have you seen the riverbank? The sides in this area are very steep, how can. a boardwalk be built within the DNR regulations? * How can private landowners loose that much property? Some of these homes will have the boardwalk at their back steps. Is there a plan for proper compensation for their loss? * What will this loss of view and privacy do to my property value? Future of Elk River: The big picture that affects all residents. * Did the Task Force consider the State's plan for Highway 10? * Traffic is already a problem on Jackson and Main Street, how is taking TWO 7/31/2007 major Highway 10 crossings and funneling them into ONE going to solve this traffic problem? * Downtown Business Owners have struggled for two years to survive. Currently businesses along Main Street have little or no parking access for patrons because of long traffic lines. How does this new plan solve their problem? * Has there been a traffic study done, including a 20-year Vision? * The plan eliminates several current businesses, employing hundreds of people. Where will they go? Has the task force spoken to these businesses or did they just receive a letter too? Can they afford to make a change to a new location or move into a newer and better space? * Why put high-density housing next to a railroad track? * If the Task Force has been reading the local newspaper, they would know that there is already a problem with crime and violence at Lions Park. Why are they adding to the problem by surrounding the park with more high-density housing? * Considering that Jackson will be the main traffic corridor and that most of the areas schools lie on the northern border of "the vision" area, how will this'plan keep our children safe going to and from school? After extracurricular activities (i.e. concerts, theater productions, sporting events)? * How can this vision possibly be funded, even over a 20-year period? Does our city really have that much money for property buyouts, new roads and government/city services? *Based on past history, i.e. the current downtown building projects, why will this plan work? Will anyone hold the developers accountable to produce what they promised the citizens via pictures in our local paper and at public meetings? We realize that growth and change are good. However, when one opens a letter only to find their home or business will no longer exist without any warning or voice in our disappearance creates unnecessary conflict. Learning of a proposed change in this way shows that the Task Force has little regard for the hardworking citizens of Elk River. Our questions and concerns as stated above will be presented to the Task Force at the meeting Tuesday July 24. Thank you for your time and attention. This means we are within the proposed redevelopment area. Imagine our surprise to find that in the middle of June we closed on a house and paid for "Waterfront", only to fmd out it could be taken away shortly through eminent domain to create a trail for the public. And speaking of finding out - we have yet to be notified of any meetings. Yes, we just moved here. . . BUT the house we moved to has been here since 1948 and the address is the same! A notice could have been sent to "resident" at our address. When making our decision to move, we considered many other locations in both Minnesota and Wisconsin. We decided to stay in Elk River because people are friendly here. People who don't know each other actually greet each other on the street. (This isn't true in neighboring towns, I have had offices there, I know.) I am a small business owner with an office in the Cinema building. I saw Elk River as a town of 'nice' people, and friendly to small businesses. Now I am wondering if! was wrong, did we make a mistake? Here are a few my concerns, comments and questions: 1) PARKING: As a business owner with an office in the Cinema building I had a parking permit for tile employee lot. This means I was registered to receive that permit. When the new parking pennits were implemented I was unaware and un-notified! How can this happen? It's not like they didn't know I exist. Why was I overlooked? Once again I didn't receive any notice? 2) PA..RKS & TRAILS: I am not in favor of the proposed park and trail system that includes the Babcock flood plain and the trails along the Elk River. Though we have just l!1oved to 231 Nile Place NW. I have already heard of boats and canoes being stolen from a number of families along the Elk River. Also, firewood being taken from private property owners and campfires being held along the rivers edge on privately owned land. I have also personally witnessed how easy it is for someone to walk across the river. This means having the trail on the far side (south side) of the river would not increase the security of our property by much. How do you plan to police this? Who pays for it? I am in favor of parks and trails however. One of the reasons for moving out of our former neighborhood was because we could not bike safely from our house. To get to any of the bike trails we would need to ride on Upland/Meadowvale Rd. There is no shoulder or room for bikes or walkers. Even thought the road was recently repaved no shoulder was added. We had to load 7/24/2007 Page 2 of3 our bikes in our vehicle and drive in order to arrive safely and use the existing trail system. How about connecting some ofthe existing neighborhoods to existing trails and make the most of what exists? And on the note of making the most of what we have, why isn't the waterfront area between Parrish and Babcock Park being developed for the public? Doesn't the city already own it? It would connect the public to the river without taking property from private citizens. Also, wasn't there a proposed walkway behind the Bluffs building for access to the river by the public? Why is it now routed to the front ofthe building? 3) HIGH DENSITY HOUSING: With regard to more high density housing around Lion's Park. Isn't that already a nightmare for the police department? Wouldn't adding more make it worse? JACKSON: While I like the idea of trees on the boulevard along Jackson I question what kind of care and maintenance will be provided? Is there a maintenance budget? I was embarrassed by the tall weeds growing up in the sidewalk cracks last summer and the summer before. I imagined people passing through town on highway 10 thinking. .. "the city has money for fancy new buildings, but they can't afford to hire someone to pull the weeds!" This year the weeding seems to be under control. Like wise, the planters that can be found on the sidewalks downtown don't get planted with flowers until mid summer. I am not sure who does this work for the city, but I am a gardener and want things cared for if they are going to be added. FINAL NOTE, BUT MOST IMPORTANT! I talked to some of the small business owners along Main Street. A lot of them feel defeated and that it's only a matter oftime until their buildings are demolished for more new downtown. HOW SAD is that! Many private business owners feel so unsupported even undermined by the city. What kind of town creates such apathy? I was told "GOOD LUCK the city will do what it wants". We do know that the rents/leases in those new buildings are beyond the means of many small business. This means we are inviting the chains and franchises in to take over. Simple as that. Why doesn't the city offer some type of financial incentive for the existing building owners to update the facades of the existing buildings? Why don't we wait and see how the existing new development turns out before we jump into more huge undertakings? Mean while there's plenty of smaller steps that can be taken, to improve our town. Three years ago when my wife and I retired and moved back to Elk River we put a lot of thought, love, and money into building our house at 27 Morton Ave. NW, Elk River. This was after living at many locations around the world. The reason; the peace and tranquility of the location we chose with nature in our back yard, and "Historic Downtown Elk River" three blocks away. "Historc Downtown Elk River" is now pretty well gone, replaced by what we all hope will be an accepable alternative. There is no acceptable alternative to the peace and tranquility of the nature in our back yard. The deer, eagles, and other wildlife there would be replaced by people and their accomanying noise and litter. There are enough parks for people in the area, lets leave some space for the wildlife. We are less affected by this plan than those who live right on the river where the proposed path would go between their front windows and the river. How would you like a path going right through your front yard? If there is a need for development along the river, please do it where you are not robbing the property owners of their reason for building there. I would also like to make a few comments regaurding the meeting. In regaurd to the parks and trails, I don't know how much this task force has cost so far, but a lot of money could have been saved if they would have contacted the affected property owners first. Those who own the property indicated no intent to allow their property to be used. At the meeting I asked of those in attendance, "Would you raise you hand if you are here because of your opposition to the park and walking trails." I would say that over 3/4 of the hands went up. If the task force group listens to the public as they said they would, the plan should be submitted to you without the park and walking trails. If the submittion includes the park, I strongly urge you to reject that portion in support of your constituency. Thank you for your attention to this matter. Neil H. First off I wo llld like to mention that it is my hope that all will be heard at the meeting at Lions Park. In our invitation received two weeks ago we were asked to attend for input and questions. I have heard rumors that we will not, in fact, be allowed to speak or ask questions and that the only questions allowed will need to be submitted on written cards. I cannot see how that would be legal since it was not pre-mentioned in our invitation. Nor would it allow you to properly serve the community and gather its inpllt. If that is the case, however, I would expect no less than all question be answered. If you can attempt to remove land owners from their property the least you can do is give them the respect to address the task force properly and be heard. In reading tbe minutes for all of the Task Forces previous meeting I see that it started with the vision to "represent the consensus of the City Council, City boards, commissions, business owners and citizens for the future redevelopment actions" (Task Force Meeting Minutes November 6, 2006). In no area of the minutes after the November 6th, 2006 meeting does it mention contacting any of the affected com munity' s citizens. Per the July/f\.ugust 2007 edition of The Current the vision also includes to "assure the long-term stability of existing residential neighborhoods". In fulfilling those goals wouldn't it have been a proactive move to involve or survey the citizens of this commU11; ty? If you have a 'vision' to potentially remove some of our citizens from their homes, separate them from portions of their own property and bring the community en masse into our own back yards ~ would you not think to give us the respect of earlier involvement or input? I moved into the MortonINorfolk 'horseshoe' neighborhood in July 2006. I find this to be a wonderful .%. .. . community to raise my child. It has to be the best community experience of her 7 years and my 39 ~'. Dear Mayor Klingzing and Council Members, I am a resident within the proposed redevelopment area and have some real concerns regarding the plan and the process so far. I plan to attend both "stakeholder meetings' next Tuesday, and hope some of my concerns will be addressed at that time. I understand only written questions / concerns will be addressed, which feels a bit evasive, but alright, so I'm sending you some of mine in advance, just to be on the record and make you aware there are those of us out here who are not necessarily on board with the focus group's current plan. 1) The plan indicates Hwy 10 will remain at grade level, something that functions less than satisfactorily now and most likely less so once the commuter rail is implemented, also dismissing what I understand are MNDOT's plans to either raise or lower the hwy by 20 feet. How did the focus group conclude leaving the hwy at grade level was the right course of action, or even a possibility in light of MNDOT's plans? What other agencies / experts were consulted to aide in the traffic flow portion of the plan? 2) I like the idea of refocusing the downtown business district more towards the river, but many people have been under-whelmed by the appearance of the bluffs, and the ways in which the initial plan was changed following city council approval (trail along river scratched, etc). Also I understand there continues to be a high vacancy rate in the new buildings, and can't imagine how traffic and parking will function smoothly once construction is completed. How can the focus group assure the public further plans for redevelopment should move forward, when prior public concerns and those of downtown business owners were dismissed, and the results with the exception of river's edge park, are rather lackluster so far? 3) I have yet to receive any mailings, or be contacted in any way regarding the redevelopment, even after making a call to find out when the focus group was meeting so I could attend. My call was not returned. I'm sure this was an unintentional oversight, but indicates your process of communicating with residents affected by the plan is flawed. So far the process feels rathe~ exclusionary. What steps will the focus group take in the coming months to ensure public participation in the planning process? Why has the public been excluded until this phase? 4) Maps have been distributed showing private property as proposed park and trail land, not a distinction always clearly drawn by the public. The maps were distributed without any of the affected landowners being contacted. It is alarming to see a map distributed by the city, in some cases showing your house erased or a trail going through your yard. It gets people thinking eminent domain plans are possibly, menacingly, already underway. Does the HRA currently have any plans to implement eminent domain in the execution of any of the redevelopment plans? Would the city support a proposal from the focus group that included plans to implement eminent domain? 5) There are a number of parks already undergoing redevelopment (woodland trails & babcock), why is the focus group considering taking on large scale plans south of hwy 10 when these current projects appear to be languishing due to lack of funding? 6) How will the final redevelopment plan be funded? Pointtaken--it will be up to the citizenry to insert themselves pro actively into this process. The day before the meeting me and a couple of neighbors distributed flyer's around the study area, assuming there were plenty of others that did not know about the redevelopment plans. of the people who came to the meetings, a number said they had received no information to date (other than our flyer)--that's of those motivated enough to show up for a meeting. the tone at the second meeting was a bit more conciliatory. several times it was acknowledged that the focus group's data base needs work etc., and it was mentioned that people are welcome to attend task force meetings. also phrasing was wisely changed from continually referring to the plan as "an ideal plan" to "this is an idealistic plan." subtle, but contextually important. the hot button of eminent domain seemed to be, for the most part defused-- although roadway changes accompanying the inevitable HWY 10 revamp still leave some residents in the cross hairs. people continue to be mistrustful. there was a lot of blow-back because of the w;ay this was approached. the comment that the task force had no other resident appointees because it couldn't find anyone drew a chorus of boo's. the task force members had their hands full, but made themselves available for a lengthy question and answer period after the presentation and even stayed after that to talk to residents face to face. the residents from the neighborhood south ofhwy 10 vehemently oppose the river-side trail and park components because of security concerns, property infringement, and opposition to drawing more traffic into what is a very well maintained, quiet neighborhood this contingent is especially organized and will continue to fight the trail's inclusion in the final plan. we, as residents, have now galvanized around the redevelopment issue and will continue to monitor it and network among ourselves. many of us do appreciate the need for a plan, and parts of it do look exciting and actually vital. i hope the city council and task force recognize the publics role in the formulation of a final plan is important and that is respected from this point forward, not just given lip service. it would have been nice if th is could have evolved from a guided bottom -up process that drew in residents ;who care deeply about tkir town, getting them exciting about potentialities for the future and feeling included, then from that springboard narrowing to the focus group phase, but we're here now and all want a prosperous, healthy hometa \ Vl1. hopefully the city will learn from this first mis-step and capitalize on the larger pool of possible solutions provided by more participants in the process. thanks for your time. sincerelv o , sue seeger ReDdy fJr the edge of your seat? The Plan assumes that downtown Elk River has "historical character" worthy of preservation. Didn't that horse leave the barn some time ago'? 2. The Plan, assumes that the Mississippi River is a "significant recreational amenity". Isn't the River barely navigable and isn't the idea that it is a wonderful recreational amenity way overblown? 3. The Plan assumes that a "nature trail" along the Mississippi and Elk Rivers is a good thing. Wouldn't it simply be a significant security threat to the neighborhoods it abuts and a huge problem for the Elk River police? Witness the Lions Park band shell. 4. The Plan assumes that high density mixed use buildings actually make sense in an area constrained by a river, a major highway and railroad tracks. Haven't we' created enough parking and traffic problems in downtmvTI Elk River already? 5. The Plan assumes that those of us who travel east on Main Street wouldn't mind it being rerouted north on Jackson and then east on 4d1 Street and that the over 2,000 families who are members of St. Andrew's Church wouldn't mind Main Street being rerouted through Church property. (including medium and heavy density housing - "affordable housing") · At what point does the City decide that there is enough housing for the time being - Does ER have a moratorium on housing? · What will this do with the value of our homes? The value in the future if we want to sell? · With the increase of medium/heavy density housing in the Lions Park area and along Jackson - What consideration was given regarding the schools? (I understand that the balance of student population with all social and economic backgrounds to be healthy. It appears this would throw this off balance. How about the increased enrollment at schools - that already have large classroom sizes.) . What is the benefit to the developers? To the city? · Who paysJor these changes? How about the relocation of the Fire Department? Are the tax payers the ones to pay? · What is the board's definition of a home or area referred to as an "eyesore" Obviously, we all have a different perspective and definitions of this word or other words used to describe the housing in parts oftown. o Was a task force considered to help those needing repairs, painting, general up keep? (1) Access & Egress: The plan does severe harm to the church and school with regard to access and egress to and from the property from weekend services and! or funerals. We are quite certain that the neighborhoods to our west and north would not be appreciative of the additional volume of traffic this would channel through their streets. We cannot imagine the planned new entrance/exit drawn would offset the loss of our current 4th St. exits. It is also clear that the current exit on Gates/Freeport which is to be retained can not handle an increase in volume. (2) Bus Traffic: The plan does not provide for any acceptable access' to the school for school bus traffic. As drawn, the only way a bus could approach the school would be to drive through our parking lot which is not designed for that volume of traffic. We cannot envision a bus being able to complete a V-turn in the planned cul-de-sac on Irving and to have a bus backing up to complete a K-turn creates an unacceptable and unnecessary hazard. Related to this concern is the issue of parent drop-off and pick-up of non-bussed children. We lose our staging area on 4th Street and face additional traffic in the parking lot or V-turns in the cul-de-sac which are both safety concerns for us. (3) Emer~ency Vehicles: Similar to point #2 above, the proposed traffic plan would appear to severely inhibit the ability offire trucks to gain timely and effective access to our buildings. (4) Traffic Patterns: We can only imagine that the proposed traffic design would lead to a dramatic increase in "through" traffic in our parking lot which creates a greater safety concern for our members. The design creates an attractive shortcut for any driver who wishes to get from Gates/Freeport to Irving Ave. (5) Property Issues: The parish has invested a significant amount oftirne and money into the creation of a Long-term Master Facility Plan to govern future expansion of facilities. It is based upon the existing property boundaries of the church. The current Redevelopment Plan effectively negates that effort and appears to take away usable space and replace it with property which would be largely useless to us. These are the issues which concern us at the present time and with the current draft. As we continue to study this draft there may well be additional concerns which arise. What has your vision done to the market value of our homes along Jackson? What is the percentage of homes in the area that are already vacant or for sale? Has there been any regard for the residence in this area? . Who is benefiting from this vision? It is surely not the homeowners? What is the benefit to the developers? And to the City? With the crime and activity already a concern in Lion's Park what is the increased housing going to bring? . How will the increased housing effect the schools? . I live near the river and, if needed, would gladly give way for a partial trail built through my property. I was particularly irritated by the comment that one person made insinuating that a trail would reduce property value and would increase crime. Perhaps adding these 2 avenues of study into the current project plan would be beneficial to ensure residents that a trail is a highly sought-after civic amenity and property value boost. Thanks for your continued work. I love the plan for an integrated trail system and can't wait to volunteer with my spade at the first day of groundbreaking of this trail system. It cuts through private property which would cause a dramatic loss of privacy for homeowners with river front property and their neighbors and will likely decrease property values because of increased noise and traffic in the neighborhood. We think the part of the trail along the river is secluded enough to provide an opportunity for increased crime and since it can be accessed by the river, an alternate escape route. If property owners don't want the trail on their river front property, does the city plan to force the trail upon them? Have task force members actually seen the property where the trails are proposed? In some areas, the shoreline doesn't seem conducive to trails! (steep shoreline, flooding) Why not develop the river trail from the new downtown park to Babcock Park where it will not cut through private property and change the character of established neighborhoods? Who will use the new trails? Who do you think will benefit from the river front trail? If homeowners whose houses are eliminated by the redevelopment plan don't want to relocate is the city planning to force them out of their homes? What is the plan for the elderly residents who live in the Guardian Angels Riverview apartments? Relocation will create extra challenges for them! The plan limits access to St. Andrew Church and School. There are 2100 registered families at St. Andrew's and a population that large certainly deserves more direct access to parish buildings. How will buses and parents efficiently drop off and pick up students on the proposed dead end street in front of the school? It appears that you are planning to eliminate the apartment building at the corner of Holt and 4th Street and Riverway Clinic? These properties seem too new and useful to be eliminated. Why put more apartment buildings around Lions Park? It seems that the park would be less "public" if it is surrounded on four sides by high density residential buildings. A park enclosed by such a concentrated area of what would likely be lower income, transient residents could easily become a high crime area. Please make a safer pedestrian crossing at the intersection of Hwy 10 and Jackson a high priority! I find it satisfying that volunteers can be gathered to perform community services. At the invitation of the city staff to comment on the plan, I shall accept the invitation. It shall be done by several.letters for the city council, city staff and members of the task force. So I begin with two items. First, my reaction in receiving the city's letter and enclosed map of July 6-07, and in like manner, the reactions of neighbors and friends subsequent to their receiving the same letter and map. Regressing to July 6th the mail arrived as usual. Upon reading the city's letter and enclosed map I took a deep breathe and sat down. "My, my" I said to myself. This map shows significant changes to several areas of the city and it is likely to have a serious impact to many citizens. So the letter caught my attention and motivated me to seek out more information. In the days following, I took part in many conversations and listened to comments from neighbors and friends. The map or maps triggered an aire of uncertainty and questions. Whether or not it was a draft map it launched our neighborhood into a defensive mode. It was apparent the underlying current of unrest was that the city had made plans for private property &I1d the owners were not afforded any input. So the door was closed and the owners were denied what is commonly called the "democratic way". In light of the heretofore statements, I can say with a degree of validity, it will be difficult to find one soul in our area (Norfolk & Morton) who will endorse the city's plan. Undoubtedly, this plan will require sacrifice to some residents and much, much more to others. So it must be recognized the plan involves citizens and the element of human behavior will be present and paramount. Were this plan to be accepted and implemented the goals are numerous and exceedingly weighty. It will obligate our city government for years and will add more layers of expense to city budget. Therefore I would urge the Task Force members to re-think the need of "radical change". Since the open meeting of July 24- 07. I see no enthusiasm for the plan and I can say with assurance I hold the same view. Now on to my next letter. ... Approximately 130 people attended each of the July 24 meetings. The Mississippi Connections Redevelopment Framework Plan is currently in draft form. The draft plan was recently developed following several months of study by a 13-member City Council appointed Task Force, 10 of which are Elk River residents with the remaining three owning or managing Elk River businesses. The draft plan is a 20-year land use vision, which includes goals, strategies and implementation priorities. The plall will not dictate that redevelopment will occur but will be used as a guide or blueprint for what could occur if developers' proposals are presented to the City. On July 24, property owners provided feedback during question and answer sessions and also submitted written comments. A summary report of this feedback will be provided to the Task Force for consideration during the refinement phase of the draft plan this fall. Over the next few months, the draft plan will be refined based on input received from property owners, other City Boards and Commissions and the general public. The general public is welcomed to attend City meetings in which the draft plan is reviewed and will also be invited to a series of open houses to be held later this year.
