Authorization to advertise to fill the Recreation Manager position.
Background/Discussion
Michelle Bergh, Recreation Manager, submitted her resignation on August 7, 2007, effective August 24,
2007. Staff is requesting authorization to advertise the Recreation Manager position.
Financial Impact
This Position is at pay grade 10 and the annual salary ra~ge for 2007 is $58,565 to $68,900.

Position Summary
The Recreation Manager is responsible for providing effective leadership in planning, development,
and implementation of a comprehensive recreation program to ensure appropriate and high quality
recreation programs and services.
Essential Functions
1. Oversees recreation programming.
A. Coordinates the planning of City youth and adult recreational programs.
B. Oversees scheduling and use of park facilities; works with the School District for the
maximum utilization of facilities and resources.
C. Develops public support for recreational programs.
D. Oversees the registration of recreation programs.
E. Coordinates division activities, monitors operations, and ensures compliance to relevant
guidelines; makes prudent decisions regarding exceptions to policy.
F. Evaluates recreational programs, facilities, maintenance activities and safety conditions for
making changes necessary to assure programs, facilities, etc. are attaining the expected
results and meeting established goals. Uses appropriate data to support recommendations,
including site visits when appropriate.
2. Performs short and long-term planning & budgeting.
A. Monitors trends in recreation to maximize programming opportunities for the community.
B. Seeks, develops and implements grants for the development of and programming.
C. Assists in the preparation of the annual division budget. Oversees the implementation of
approved budget.
3. Performs staffIng and personnel activities.
A. Provides supervision of regular staff.
B. Provides direct supervision of some part-time programming staff.
C. IdentifIes staffIng needs, recruits and lftains employees.
D. Delegates work for programming purposes.
E. Assesses and manages employee performance, and disciplines employees when necessary;
performs timely annual performance ~eviews of all employees supervised.

S. Performs communication and reporting activities.
A. Composes documents, edits written Diaterials and writes routine correspondence and
reports, responds to requests for information and complaints.
B. Communicates openly and effectively with staff.
C. Supervises the development of promotional materials, which will keep the public informed
on the recreational facilities and activities.
9. Performs other essential job duties.
A. Regular and timely work attendance.

C. Participates in safety training.
Required Knowledge, Skills, and Abilities
o Ability to communicate effectively, both orally and in writing.
D Ability to research and conduct studies related to recreation trends and issues and update plans
accordingly.
D Ability to manage several projects at one time and to organize personnel for high levels of
productivity.
D Ability to develop and maintain collaborative working relationships with a wide variety of
recreation-related interest groups.
D Ability to supervise staff and motivate employees to work to their full potential.
D Ability to remain up to date on professional knowledge and skills.
D Ability to organize and guide public policy discussions that apply to recreation matters.
D Ability to positively engage the public in ways that build constituent use and ownership of
recreation programs and facilities.
D Skill in conflict resolution and the ability to manage departmental issues fairly.
D Knowledge of the principles and practices of administering recreation programs and facilities.
D Ability to assume duties of various Recreation Division staff on an interim basis, if needed.
Minimum Qualifications
D Bachelor's degree in Park and Recreation Administration or related field.
D Five years progressively responsible experience in the field of recreation.
D Three years supervision experience.
D Valid driver's license.
Preferred Qualifications
D Master's degree in Park and Recreation Administration or related field.
