Backg..ound/Discussion
As the Building Maintenance division prepares for the opening of the new library, time has been spent
evaluating their custodial staffing level as compared to their needs. Building Maintenance Supervisor
Gary Lore researched appropriate staffing based on square footage of building space and it appears the
City is behind. That information is consistent with the hourly needs analysis that Mr. Lore prepared for
budget discussion.
In addition, part-time Office Assistant Connie Schwecke has been providing cleaning for the Public
Works facility. Increasing custodial staffing levels will allow that duty to return to the Building
Maintenance division.
Financial Impact
The 2007 budget included a part-time position that has not been filled however the hours have been
being worked by other part-time custodians. The requested action would increase the division's custodial
hours by 30 each week to manage the cleaning of the new library and provide cleaning for the Public
Works facility.

Building Maintenance Staffing
As you are aware, the Building Maintenance custodial staff currently has one part-time
position vacant. In addition, we are preparing to take on the responsibility of cleaning the
new Library. To accomplish this, we are proposing that the two current part-time staff
members be promoted to full-time positions. Those two would be Jeff Schmatz and Jim
Barnes. In addition, we are requesting that Tim Gasper be scheduled for 30 hours per week
rather than the current 20 hours per week. With these staff changes, Gary Lore will be able
to take on cleaning responsibilities at the new Library and once again starr providing cleaning
services at the Street/Parks Building, including the two temporary trailers. As you are aware,
this area has been cleaned by a street administrative assistant since the part-time custodial
position has been vacant.
