Re: House File No. 421: Sale of Drug Paraphernalia
Dear Representative:
Speaking on behalf of the City of Elk River and its Councilmembers, I would like you to
know that the City of Elk River supports HF No. 421 with the exception of Section 3,
Subdivision 2, Possession Prohibited.
The City of Elk River seeks your help in prohibiting the sale of drug paraphernalia, a topic we
know has been before the House many times in the past. Items such as bongs, one-hitters,
hidden dugouts, etc, have no legitimate use. They can't be used to smoke tobacco, or more
accurately, would never be used for any legal use. They are designed, sold with the intent, and
possessed solely for the ingestion of illegal substances.
We urge you to help us keep these devices out of the hands of the public and endorse the
legislation needed to prohibit the sale of these illicit items. Drug paraphernalia has no value to
anyone in our community except to be used in a harmful way.
I, along with Councilmembers and city representatives, would be willing to testify at any
hearings on this issue.
