Council direction to lift the sign moratorium.
Background/Discussion
In February of this year, the City Council enacted a sign moratorium to study the regulations pertaining to
billboards and electronic changeable copy. This moratorium will expire on February 20, 2008. At its
meeting on July 16, the City Council approved Ordinance 07-10 regulating changeable copy.
If the Council is satisfied with the changes made to the Ordinance, the moratorium should be lifted ahead
of the one-year time line. With Council direction, staff will prepare a formal ordinance to lift the
moratorium.

CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING
SECTION 30-1 "DEFINITIONS" AND SECTION 30-864 CHANGEABLE COPY
OF THE CITY CODE OF ORDINANCES

The City Council of the City of Elk River does hereby ordain as follows:
Section 1. Section 30-1 titled "Definitions" and Section 30-864 titled "Changeable Copy" of the
City of Elk River Code of Ordinances shall be amended by amending the following:
Animated Sign
a sign which contains rotating, flashing, or intermittent lights,
animation, or exhibits noticeable changes in color, intensity, texture, shape, pattern, or light
intensity. Anv sign that flashes on or off, winks or blinks_with varying light intensity.
(This definition combines flashing signs and animated signs into one definition).
Changeable Copy Sign ,
. A sign or portion thereof with characters, letters
or illusions that can be changed or rearranged mechanically without altering the face of the
surface of the si
Sec. 30-864 Changeable copy.
Unless otherwise specified by this subdivision, a Changeable Copy Sign or Animated Sign
larger than 30 sduare feet will reduire a Conditional Use Permit All other Changeable Copy
Signs or Animated Signs are allowed.
Section 2. That this ordinance shall take effect upon publication as provided by law.
Passed and adopted by the City Council of the City of Elk River this 16th day of
July, 2007.
