SUBJECT: TH 101169 Corridor Coalition Update
In December 2000, the City Council authorized the city to join the Highway 10 Corridor
Coalition which was a newly formed group of cities including Coon Rapids, Anoka, Ramsey,
Dayton, and Anoka County. The coalition was formed to "jointly and cooperatively plan far
and maximize the opportunities for sub-regional transportation in transit development,
quality growth, and diversification along TH 10 through a system of collaboration." The city
has been a member of the Coalition since its inception, and $4,750 is included in the budget
fox mcmbership in 2008. We did not discuss this item in detail during our budget discussions
because in the past it has been assumed that the city would continue its membership.
However, because notice must be given to the Coalition by December 1 if a member
chooses not to continue membership, it is timely to have a discussion on this soon if the
Council has any question about continuing membership.
As you know, Elwyn Tinklenberg and his consulting firm the Tinklenbexg Group axe the
consults working with the Coalition. If the Council would like to discuss future plans fox the
Coalition and items on the Coalition's upcoming work plan fox next year, I will arrange to
have Mx. Tinklenbexg come to a future Council meeting. The most recent Board minutes
and agenda axe attached fox your information.

Elwyn Tinklenberg indicated he had been in Washington D. C. last week and said that
members appeared discouraged in regard to the outcomes last year's Appropriations Bill
and were optimistic for this year but now it appears the same. Tinklenberg said he had
met with Jordan Talge from Senator Coleman's office who told him the Senator was
allocated $500 total to distribute among projects -all of which he put toward TH14. The
same was true in Congressman Ramstad's office where he received $500 as well -all
which went to TH610.

This information generated discussion among members of the Board in regard to the
message being sent to local units of government with respect to funding which basically
indicates the state can no longer provide its share of contributions for transportation
improvements.
The next item discussed was the idea of a "transportation summit" that would bring
together the various coalitions in the north metro area. The goal would be to collectively
develop recommended policy changes that can be introduced as initiatives in the 2008
legislative session that will assist local governments in funding and implementing needed
transportation projects. ,~t,
Various dates for the event were discussed in addition to so f the event details to
consider. It was also noted that the conversations as part nt should be firmly
directed at identifying solutions versus rehashing the rd ms k of funding which
