MEMORANDUM
TO: Mayor and City Council
FROM: Rebecca Haug, Environmental Administrator
DATE: October 8, 2007
SUBJECT: Garbage Hauler Hours of Operation
The City of Elk River licenses all garbage haulers on a yearly basis. The city licensed 18 haulers in
2007. Under the city code, Chapter 58, Solid Waste, Scc. 58-64. Collection prohibited during
certain hours; no refuse collection shall take place before 6:00 a.m. or after 7:00 p.m. of any day.
The city also has an organized residential collection program which began in November 1990.
The pxexnise behind having the organized collection is to offer the residents a better rate, safer
roads and continuity in services. The contracts between Randy's Sanitation and Allied Waste fox
the organized collection were renegotiated in February 2007 to be extended to December 2012.
Both of these contracts state that "All collection service shall be conducted between the hours of
6:00 a.m. and 7:00 p.m., Monday through Friday, except when an emergency shall exist, at which
time the contractor shall notify the city of such emergency conditions. The contractor may
perform collection services on Saturday when a holiday falls on a weekday." Below is a list of
various communities with their hours of operation for their organized collection programs:
• Champlin 6:00 a.m. - 6:00 p.m.
• Minneapolis 6:00 a.m. - 6:00 p.m.
• New Hope 6:00 a.m. - 6:00 p.m., Monday -Friday, 9:00 a.m. - 9:00 p.m.,
weekends and holidavs
• Crystal 6:30 a.m. - 6:30 p.m., Monday -Friday, Sat. 7:00 a.m. - 6:30 p.m.
• Brooklyn Centex 6:30 a.m. - 8:30 p.m., Monday - Friday, Sat. 7:00 a.m. - 6:30 p.m.
• Brooklyn Park 6:30 a.m. - 8:30 p.m., Monday - Friday, Sat. 7:00 a.m. - 6:30 p.m.
• Maple Grove 6:30 a.m. - 8:30 p.m., Monday - Saturday
• Dayton 7:00 a.m. - 9:00 p.m., Monday - Friday
If the Council chooses to change the hours of operation, the contracts fox the organized
collection will need to be renegotiated and prices may be changed due to the haulers needing
additional trucks ox additional days to be in the city. The city will also have to do an ordinance
amendment and inform the other licensed haulers in the city of the change. Another option
would he working with haulers on rerouting some of their routes. Some residents prefer having
their garbage picked up prior to leaving fox work so they can bring their containers indoors.
If residents axe having problems with garbage blowing out of the containers, they may wish to
increase the size of their container ox consider recycling more.
I will be present at the City Council meeting on Monday, October 8, 2007, to further discuss this
item. Please feel free to contact me at 763.635.1068 prior to the meeting if you have additional
questions. Thank you.
