All required subdivision/park information shall be provided in an electronic format (.dwg file) as required by the City Ordinance and Land Use Application prior to recording of the plat. 4. This approval of the Preliminary Plat shall expire after 1 year, unless the property owner ox owner's agent has submitted a Final Plat ox letter of request fox extension. 5. Subject to all comments in MnDot letter dated October 27, 2007. Summary Richard Peterson, applicant, desires to split his 26-acre parcel into two lots; one buildable lot (where the existing house sits) and one outlot. Both lots meet the minimum size and lot frontage requirements. The subdivision also provides additional right of way fox the north half of 201" Avenue NW. 201` Avenue provides necessary access to the lot in the southeast corner of 201" and Irving. The outlot is platted as a holding lot. In the future, it is anticipated that this lot will be further subdivided, consistent with the zoning and comprehensive plan at that time. Planning Commission Discussion The Planning Commission discussed the desirability of extending Irving to the north, to connect to Co. Rd. 33. They also discussed how this property would be accessed. Planning Commission Action :Motion Uy Second by Vote Follow Up Overview/Analysis The property owner is requesting approval to subdivide his 26 acre parcel into 2 units, one lot (lot 1, Block 1) where the existing house sits, and one oudot (outlot A), which is the balance of the property. The subdivision also provides additional right of way for the north half of 201" Avenue NW. 201" Avenue provides necessary access to the lot to the SE. The buIlding lot meets minimum size and frontage requirements for the R-la zoning district Access is pro~rided via Irving Street from the south. There is no access onto US Highway 169. The outlot is platted as a holding lot. (2) The proposed subda'vision is consistent nnth all applicable general and specialized city, county, and agional j~lans, including, but not limited to, the city's inmf~ahensive developmentplan. Lack of adequate off-site public improvements or support ystems. In the review of the standards fox Final Plat as outlined, it appears that the request is consistent with all of these standards. Comprehensive Plan Lots /density -The lot as proposed is consistent with the Comprehensive Plan and zoning ordinance. Natural Resources 1'xees -The aerial photo identifies this area as being covered prominently with trees. No constrnction is proposed, staff understands there will be minimal impact to the trees. At the time the outlot is platted, a tree survey may be necessary to better understand the impacts ox roads and other infrastructure. Wetlands -Although there appears to be a small wetland in the extreme Nh corner of the parcel, there is no evidence of any wetland impacts.
