RE: 5TH STREET/DODGE/ELK HILLS DRIVE FEASffiILITY
Dear Council Members:
Attached is a copy of the feasibility study discussing the upgrading of 5th Street, Dodge,
and Elk Hills Drive, including the intersection of Elk Hills Drive with Highway 169. This
feasibility study analyzes two different scenarios for the intersection of Elk Hills Drive and
Highway 169, the fIrst being a curved roadway bringing Dodge Avenue directly into
Highway 169, the second being a 4-way intersection moved slightly farther east to allow
for more stacking distance. The issue of signalizing the intersection of Elk Hills Drive and
Dodge has been investigated and has been determined to be not feasible. Greater discussion
of this issue is contained within the report.
At this time, we have not seen a petition from any of the business owners south of Elk Hills
Drive for these improvements, nor has there been a Developer's Agreement entered into
for the development and improvement of the roadways north of Elk Hills Drive.
Therefore, at this point in time, we would recommend that the City Council review and
accept the feasibility study but take no further action. A public hearing and initiation of
improvements should be contingent upon either a petition from the existing property owners
to the south and/or a Developer's Agreement for the Elk River Retail Center.
I will be in attendance at Monday evening I s City Council meeting to give you a
presentation on this report and answer any questions you may have.
