Clerical Staff Pay Adjustment
Twice in December the City Council reviewed a $.17 per hour increase for the clerical
staff. This increase was requested because this is equivalent to the amount these
employees lost when the uniform allowance funds were deleted from the 1995 budget.
Removal of this uniform allowance program funding was recommended by me based on
comments I heard from the City Council during review of the budget. This group of
employees let me know that they suffered a financial loss by this policy change and that
they were the only group of employees to suffer a financial loss in order to balance the
1995 budget. They requested that if the City does not want to provide the uniform
allowance, then the City should make these employees "whole" and increase their base
wages $.17 per hour.
e In December, Councilmember Holmgren offered some history as to how and why this
uniform allowance program/policy came into existence. Councilmember Holmgren or I
can again update the Council on this history if necessary.
I am recommending this pay adjustment for the clerical staff that lost the uniform
allowance program. As previously noted, this adjustment would also apply to the Senior
Citizen Coordinator as, at this time, her wages are directly tied to the clerical staff. The
total effect on the budget is approximately $2,500 and would be spread our between five
(5) departmental budgets. The total General Fund budget is approximately $3.7 million.
