Action Requested
Adoption of attached resolution lifting the sign moratorium.
Background/Discussion
On February 20, 2007, the City Council adopted by resolution an interim ordinance prohibiting the
issuance of a building permit for certain kinds of signs, specifically those utilizing electrical changeable
.copy, pending the review and adoption of ordinance amendments further regulating those signs.
Ordinance OA 07-10 was approved by the City Council on July 16, 2007.
On September 10, 2007, the City Council agreed that the sign ordinance has satisfactorily been amended
and directed staff to draft appropriate documents to lift the moratorium prior to its original sunset date,
February 20, 2008. That resolution is attached.

RESOLUTION 07-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION LIFTING THE MORATORIUM ON THE ISSUANCE OF BUILDING
PERMITS FOR "ADVERTISING SIGNS" AND / OR SIGNAGE THAT UTILIZES
"ELECTRONIC CHANGEABLE COPY"
WHEREAS, The City Council of the City of Elk River adopted Resolution No. 07-30 establishing a
moratorium, pursuant to Minnesota Statutes, Section 462.355 Subd 4, on the issuance of
building permits for "advertising signs" and/or signage that utilizes "electronic changeable
copy"; and
WHEREAS, The City has completed its review of the official controls pertaining to Advertising Signs;
and
WHEREAS, The City Council has determined that no further review is necessary at this time.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota that
the Moratorium established by resolution 07-30 is hereby lifted.
