SR 11-13-2007Item # 5.3. cty E MEMORANDUM TO: Mayor and City Council FROM: Terry Maurer, Public Works Director DATE: November 13, 2007 SUBJECT: Public Works Department Update At Tuesday evening's workshop, I will have a PowerPoint presentation to briefly discuss the various divisions in the Public Works Department. Generally, I will hit on the main mission of each division and how we spend the bulk of our time. I will also discuss with the City Council my activities in working with the divisions over the last several weeks since I have been appointed Public Works Director. I will attempt to answer any questions the Council may have and will be looking for some concurrence from the Council that I am headed in the right direction or feedback as to other items the Council would like me to work on. I will also have a PowerPoint slide to discuss transportation priorities, summarizing the 2008 CIP projects and items on the list for future years. On this item, I hope we can also have some discussion should there be anything that you would like to see removed from the list or projects that you would like to see moved onto the list or to a different location in the 5- year plan. Division Engineering Division • Tim Brezina Hired July 2007 • Primary Focus - Loading data in ICON pavement management software - Inventory of storm sewer end sections (NPDES permit) - Completion of storm sewer map (NPDES permit) - Erosion /sediment control inspection - Working w/ Sherburne County to build GIS map Sewer Division • Facilities - WWTP 1.2 MGD average flow - 73+ miles of sewer main - 21 lift station • Mission - Efficient operation of WWTP within NPDES permit guidelines - Inspection of all lift stations 2 times per week - Preform weekly laboratory tests Thorough cleaning and inspection of all lift stations twice a year Cleaning of all sewer main lines every two years Phase II plant construction Building Maintenance Division • Facilities - 16 Different Buildings - 116,000 square feet cleaned daily • Mission - Daily building cleaning - Deep cleaning to ensure useful life of infrastructure - Routine maintenance of facilities - Repair /replacement of equipment as needed - Minor outdoor grounds upkeep - Setup /tear down for special events - Assist furniture moves /modifications Fleet Maintenance Division • Fleet maintained - Light duty (cars to 1-ton trucks) - Heavy Duty -Small Equipment Tota I 86 units 51 units 60 units 197 units • Provide Normal service to City fleet • Provide repair service of wide variety of equipment Street Division • Mission - Maintain a safe and operable street/parking lot system in all snow & ice events - Maintain street/parking lot infrastructure • 120 miles local streets • 26 miles MSA (collector) streets - Crack filling • Low volume 7 years • High volume 3 years - Seal Coating • Low volume 7-10 years • High volume 5-7 years - Pot hole patching on-going - Maintain signing, striping and boulevard/median areas in a safe and aesthetically pleasing manner Breakdown Main Tasks (8 employees x 47 weeks x 5 days = 1880 man days) • Snow /Ice Events (also requires employees from other divisions) • Crack filling (25 miles annually) • Street Patching • Street Sweeping (spring/fall) • Signing (1 man) • Striping • Grading gravel roads • Manage compost drop-off site • Drainage issues • Roadside mowing • Shop /equipment maintenance • Misc.
