CouncIl motion adopting resolution extending a moratorium on the issuance or transfer of licenses for
the sale of tobacco products.
Background/Discussion
On July 17, 2007 the City Council made a motion to establish a moratorium on issuing tobacco licenses
to shops whereby tobacco sales is the primary purpose of the business. Council requested staff research
what options the city has related to drug paraphernalia, more stringent restrictions on tobacco shops for
tobacco sampling, the Freedom to Breath Act, and zoning issues. This request is taking more time than
anticipated and staff is requesting an extension of the moratorium in order to complete this process.
