SUBJECT: Review Proposed 2008 Fee Schedule
The Council is asked to review the proposed fee schedule for 2008. No motion is needed
because this item will come back to Council on December 17 fox a public hearing and
formal approval.
Each year the City CouncIl reviews the fee schedule for the upcoming year. Following is a
list of the reasons fox the proposed changes recommended by staff.
AudioNisual
Video Operator-deleted because cable personnel does not provide this service to other
individuals. If they were to be utilized 6y another organization, staff would likely prepare a
conteaet similar to the school district agreement fox use of city equipment and facilities.
Documents
City code costs vary as ordinance changes are made. Pricing is dependent upon such things
as number of pages, tabs, and shipping costs.
Fireworks
Sales/Storage-Temporary-The city currently issues this license and charges a fee but it had
not been included in the fee schedule in the past.
Flag-City
Fee increased due to increased cost from vendors fox purchasing flags.
Liquor License
Investigation Fee-The city currently charges the $400 investigation fee to new Associations,
Partnerships, and Clubs but it had not been included in the fee schedule.

Park Dedication Fee
Staff is recommending a five percent increase across the board on residential, commercial
and industrial development. This increase is intended to keep pace with the price increases
of steel and oil. Oil prices impact the cost of grading, and paving trails, parking lots, and
basketball and tennis courts. Steel prices impact the prices of playgrounds, coart accessories
and fencing for backstops on ball fields. The 5-year park dedication capital budget includes a
$795,000 balloon payment for Pinewood Golf Course.
Parking Fines
Parking fines were increased to reflect the changes in court minimum fines for judicial
action.
Sanitary Sewer User Fees
At the November 5 worksession, CouncIl reviewed the sanitary sewer study and reviewed a
four percent increase to fund operation.
Sewer Availability Charge (SAC)
At the November 5 worksession, CouncIl reviewed the sanitary sewer study and reviewed a
five percent increase in SAC charges to fund future expansion of the treatment plant, which
will be flow driven.
Sexually Oriented Businesses
The city currently is not requiring a fee fox the licensing of these types of businesses. City
code states a fee should be set.
Surface Water Management Fee
Per Resolution 94-110 this fee shall increase three percent on an annual basis.
Zoning/Planning Applications
This three percent increase in zoning application fees is due to postage, publication, and
personnel costs. This alleviates the need to have a larger percentage increase every 5 years.
Staff also suggests a new process fee be implemented for concept reviews by City Council. It
appears the re~riew of concept plans is a valuable tool in the development process. The two
fees proposed axe fox Policy Plan Review ox Concept and Layout Plan Review. A Pohcy Plan
Review is a request taken to the Council for a potential policy change and no review or
analysis is completed by staff. A Concept and Layout Plan Review would include analysis
(preliminary only) from staff.

Fees Required
The Chief Building Inspector, before issuing any permit fox the installation, alteration, or
repair of any heating, ventilation, and air conditioning appliance items, gas piping, ox
appendages, shall require the payment by the applicant for such permit of fees ui the amount
herein.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building Inspector be less
than fifteen dollars ($15.00) plus state surcharge.
Permit Fee for Heating, Ventilation and Air Conditioning Appliance Items,
Connections or Appendages
