City Council is asked to commit to funding a local match of $48,850 of the estimated project costs of
$244,248 with federal funding of $195,398 for construction of 2.6 miles of the Great Northern Trail from
the trail head at County Road 33 north to the city limits and to fund any costs in excess of the estimate.
Background/Discussion
The city requested funding to construct the remainder of the Great Northern Trail north of County Road
33; this project has been included in the State Transportation Improvement Program (STIP) for 2011.
The 2008-2012 Capital Improvement Plan includes funding for the city share of this project 2011. The
Minnesota Department of Transportation is requesting that the Council commit to the local match for
this project. The city's match is $48,850 of the estimated project cost of $244,248. The ATP is
recommending federal funds in the amount of $195,398.
Financial Impact
This commits the city to a match of $48,850 plus costs exceeding the $244,248 all of which are planned in
the 2011 CIP.

The Central Minnesota Area Transportation Partnership (ATP) met to approve its final list of State
and Local transportation projects seeking federal transportation funding under Safe, Accountable,
Flexible, Efficient Transportation Equity Act: A Legacy for User (SAFETEA-LU) for State Fiscal
Years (SFY) 2008-2011.
The City of Elk River's project (S.P.204-090-01) to construct 2.6 miles of the Great Northern Trail
(bike/pedestrian trail) from. the trailhead at Sherburne County State Aid Highway 33 north to the City
of Elk River's city limits has been included in SFY 2011 of the 2008-2011 State Transportation
Improvement Program (STIP).
We have been. directed to contact your agency to ensure its commitment of the local match necessary
to leverage the federal funds recommended for your project. The total cost of your project was
estimated to be $244,248. The ATP recommended federal funds in the amount of $195,398 for your
project. This leaves your agency responsible for a local match of $48,850.
Please furnish me with a letter from your agency committing to the local match by December 31,
2007. Also acknowledge the level of federal funds approved for your project and commit to any
other costs not covered in the above cost estimate that are necessary to complete the project.
